This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 333120 (Construction Machinery Manufacturing).

A Yes Equipment & Services, Inc. JCB 540-140 Telehandler (Telescopic Handler) is known to meet the Government s needs. The Government is requesting that VIP-Verified VOSB or SDVOSB sources respond if it can provide the following items on a brand name or equal basis:

Salient Characteristics (Yes Equipment & Services, Inc. JCB 540-140 Telehandler (Telescopic Handler) or EQUAL):

Common Nomenclature (commercial description): JCB 540-140 HiViz Telescopic Loader.
Kind of material (i.e., type, grade, alternatives, etc.): Industrial grade telescopic loader comprised of high-strength materials.
Electrical Data (i.e., 110 v, 60 Hz, 3 Ph, etc.): 12 volt system, Min 80 amp alternator.
Dimensions, size, capacity: No greater than 9 ft wide, and 11 ft high. Boom min 35 ft/max 50ft. Diesel engine 70-110 horsepower.
Principles of operation: Used to maneuver loads and be able to extend both upwards and outwards. Must be 4 Wheel Drive and come with hydraulic stabilizers.
Restrictive environmental conditions: Must have enclosed climate-controlled (A/C and heat) cab, so that it may be operated in all types of weather, from sub-freezing to 100 degrees plus.
Intended use: Used to safely move and place loads on campus. Secondary use is to level snow banks in winter for increased driver visibility and safety on campus.
Equipment with which the item is used with: Industrial pallet forks should come standard, but should be able to swap out with additional 1-1.5 yard bucket, and 2 yard bucket with grapple.
End item application: To provide increased loader capabilities for Milwaukee VAMC.
Original equipment manufacturer part number: JCB 540-140 HiViz.
Other pertinent information that describes the item, material or service required: Must have front and rear wipers and mirrors, road lights, horn, backup warning, and meet roll-over protection standard. Additional 1-1.5 yard bucket and 2 yard bucket with grapple are both required.
On-site training when the unit is delivered: Safety features and basic control functions will be trained to a group of approximately 12 people.

Interested VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating:
Qualifications, capabilities, and experience for providing this product;
Business size/Socioeconomic status;
If the product is on the Federal Supply Schedule or the Open Market; and
Memo or correspondence which authorizes distributor to distribute the manufacturer s products.
This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration.

The applicable North American Industry Classification System (NAICS) Code for this requirement is 333120 and the small business size standard is 1,250 employees. Responses due are to be submitted by e-mail to Jim Hedman at james.hedman2@va.gov. The information requested must be received no later than Close of Business Monday, October 23rd, 2017.
