Description
NASA/GSFC plans to issue an extension to the period of performance on General Services Administration (GSA) Government-Wide Acquisition Contract (GWAC) GS11T08BJD6002 (Washington Interagency Telecommunications System-WITS 3) Delivery Order NNG14AT28D with Level 3 Communications, LLC (Level 3) for uninterrupted Telecommunications Services at Godard Space Flight Center (GSFC) and Goddard Institute for Space Studies (GISS).
The modification will extend Delivery order NNG14AT28D for 6 months. The period of performance will be August 5, 2019 through February 4, 2020.
NASA/GSFC intends to issue the modification on a sole source basis to Level 3 in accordance with 10 U.S.C 2304 ( c) (1), as implemented by FAR 6.302-1, " Only one responsible source and no other supplies or services will satisfy agency requirements." Level 3 provides continuity of operations between each of the three GSFC sites (Greenbelt, Wallops Flight Facility and GISS) allowing each site to serve as backup to the other sites in the event of a service failure.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m., Eastern Standard Time, on 8/01/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications ARE NOT acceptable in response to this notice.
