Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) Biophysics section plans to procure on a sole source a maintenance service contract with FEI Company, 5350 N.E. Dawson Creek Drive, Hillsboro, Oregon 97124-5793. The purpose of this acquisition is to provide preventative maintenance for government owned Electon Microscope Tecnai Polara D272.


This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million.


Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.


It has been determined there are no opportunities to acquire green products or services for this procurement.


The Laboratory of Cell Biology (LCB) studies the processing, transport, and metabolism of proteins and small molecules related to malignant transformation, metastasis, and multidrug resistance in cancer. The principal investigators of the laboratory, who are experts in molecular biology, genetics, biochemistry, structural biology, cellular regulation of cell growth and metabolism, resistance to anticancer drugs, and the physics of cell-matrix interactions, work on research projects related to those topics.


The current requirement of the LCB is for an 11 month service contract for Electron Microscope Tenai Polara D272.


FEI Company is the manufacturer of Electron Microscope Tecnai Polara D272. The nature of the NCI's research requires utilization of NCI's instrumentation around the clock and often over weekends. Thus, the NCI cannot afford lengthy periods of down-time. FEI has manufacturer-trained service engineers on site Monday through Friday and some parts are also kept on site. The proximity of manufacturer-trained service engineers, parts that are designed for the instrument and the fact that no third party company can provide on-site parts and service engineers requires this contractor to be the sole award recipient for this service contract.


This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on December 31, 2014. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC52513-24 on all correspondence.
