This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items and under the authority of FAR 13.5 - Simplified Procedures for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested.


This RFP has been posted by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Materiel Command (USAMRMC) Office of the Staff Judge Advocate (OSJA), Fort Detrick, MD. The USAMRMC OSJA requires a new web-based commercial database system to track all Intellectual Property (IP), Technology Transfer (T2) agreements, and to provide reports and metrics to the Department of Army, the Office of the Secretary of Defense and Congress. The details of the required Operating Characteristics, Performance Characteristics, and Functional Characteristics / Capabilities of the database system are included in the attached Performance Work Statement (PWS). In addition to the database system, the Contractor shall install and test the system after obtaining a Certificate of Networthiness (CoN) (Tasks 1 & 2), complete data audits and migration services for legacy data (Task 3), and provide on-site training along with annual technical support services (Task 4). The Government also anticipates adding optional/customized modules that may not be part of the base system (Task 5). See the attached PWS which includes details regarding all required tasks.


The anticipated period of performance includes a 12-month base period and four 12-month option periods.


The associated North American Industrial Classification System (NAICS) code for this procurement action is 518210 (Data Processing, Hosting, and Related Services), with a small business size standard of $32.5 Million. This requirement is a 100% small business set-aside.


This solicitation is a competitive Request for Proposals (RFP). The Government intends to award one open-market Firm Fixed Price contract as a result of this solicitation using the source selection procedures of best value tradeoff. See pages 14 - 18 of the attached document entitled "Detailed Combined Synopsis Solicitation" for the details of the evaluation factors. Additionally, please note that in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Provision 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/.



Questions concerning this solicitation are due no later than March 9, 2018 at 4:30pm Eastern Time (ET).
