The Naval Sea Systems Command intends to issue a small business set-aside competitive solicitation, numbered N00024-20-R-6119, for a Cost Plus Incentive Fee (CPIF) contract, to procure engineering design development, manufacturing, testing, training, and installation support for Technology Insertion (TI)-22, TI-24, and TI-26 Common Acoustic Cabinet (CAC) hardware systems, technical insertion kits, associated spares and in-service support for LOS ANGELES, SEAWOLF, and OHIO class submarines. The procurement includes partial technology enhancements such as server/hard drive updates; and infrastructure baselines such as switches and infrastructure cablings, as needed, in support of Fleet requirements for software and/or hardware production improvements on CAC systems or upgrade kits.  The proposed contract will include approximately 420,000 man-hours of engineering design development and technical support.  In addition to one Engineering Development Model (EDM) in FY21, the production procurement will include the following shipset quantities: seven (7) in FY22; eleven (11) in FY23; fifteen (15) in FY24; eight (8) in FY25; six (6) in FY26; five (5) in FY27; and, five (5) in FY28.

The Common Acoustics Cabinet (CAC) is the array-processing cabinet that provides signal conditioning for received array signals and support processing data from multiple acoustic and array sensors.  CAC is a subsystem of the AN/BQQ-10 Submarine Acoustic - Rapid COTS Insertion (A-RCI) Program.  The CAC consists of a series of COTS-based, reconfigurable, high-performance computing servers, high-speed switch technologies, and technologies that power various sonar sensors and monitor cabinet status.  Hardware is refreshed periodically to mitigate obsolescence issues and implement reliability availability and maintainability (RAM) improvements. The period of performance for this effort is nine (9) years, one (1) base year and eight (8) option years, from FY21 through FY29.
