Technical Support Services for Bridging the Communications Gap in Understanding Road User Charges

Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source, Mileage-Based User Fee Alliance, to provide technical support to FHWA to secure Surface Transportation System Funding Alternatives (STSFA) candidate projects and participate in the dissemination of outreach and education activities that lead to the successful development of a nationwide road user charge program. FHWA's requirement is Contractor requirements are: 

•    Bring together government, academic, and transportation policy leaders to conduct education and outreach on the potential for mileage-based user fees as an alternative for future funding and improved performance of the U.S. transportation system.
•    Experience in educating elected officials and other stakeholders on the critical need for new sustainable funding mechanisms.
•    Ability to bring together a variety of stakeholders do support mileage based user fee pilots.


The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities to provide technical support to FHWA to secure Surface Transportation System Funding Alternatives (STSFA) candidate projects and participate in the dissemination of outreach and education activities that lead to the successful development of a nationwide road user charge program, which demonstrates they possess the ability to successfully perform this effort and that they meet all government contractor requirements.
