Technical Consulting Services for Great Lakes Pilotage Compensation Study
The U.S. Coast Guard (USCG) has a requirement for technical support services to assist the USCG in its compliance with the Great Lakes Pilotage Act of 1960. Specifically, the Contractor shall review methodologies for setting pilot compensation. The Contractor shall evaluate the methodologies and recommend to USCG the best methodology to use. The Contractor shall apply the methodology selected by USCG to estimate a value for target pilot compensation. The Contractor shall provide the USCG with a Microsoft (MS) Excel-based model or tool that can be used to generate the target compensation results annually. See the Performance Work Statement (PWS).
