I. DISCLAIMER:


The United States Department of Labor (DOL) is conducting market research to determine feasibility for a potential procurement requirement. This is NOT A SOLICITATION for proposals, proposal abstracts, or quotations; nor is a commitment by the Government to issue a solicitation. No reimbursement or stipend will be provided in response to this Source Sought notice. The purpose of this Sources Sought is to obtain information regarding the availability and capability of all qualified sources. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (also known as FedBizOpps or FBO).


A draft Statement of Objectives (SOO) is attached as additional information for preparing a Capabilities Statement.


II. BACKGROUND:


The Directorate of Standards and Guidance (DSG) is the organization within the Occupational Safety and Health Administration (OSHA) responsible for all work involved in developing proposed and final standards and guidance material for the protection of employees' safety and health. Standards involve regulation of toxic chemicals, harmful physical and biological agents, and safety hazards such as electricity, unguarded machines, flammable agents and areas of chemical, fire protection and safety systems engineering. Guidance materials may be developed on a wide range of safety and health hazards, and may be presented in many different forms, including documents, online materials, and audiovisual materials.


III. RFI QUESTIONNAIRE:


Please provide the following within your Company Capabilities:


1) Provide a brief company description, discussion of company capabilities, and general summary of approach to accomplishing the requirements listed in the draft Statement of Objectives (SOO). Descriptions of services should include the length of time in which exact or similar services were provided and to whom (name and city/state of public or private entities).
2) List which requirements your company can provide if your firm does not possess the capabilities to provide the entire range and scope of these requirements.
3) List any foreseeable potential risks in performance that could impact the requirement based on the drafted SOO.
4) List any issues with the drafted scope (either expressed or implied) that may limit a company's ability to perform services and/or escalate costs.
5) If applicable, specify any joint venture or other teaming arrangement recognized by the Small Business Administration (SBA) to satisfy these potential requirements.


IV. SUBMISSION INSTRUCTIONS:


The North American Industry Classification System Code for this requirement is 541990 - All Other Professional, Scientific and Technical Services which contains a size standard of $15 million.


All interested parties are required to submit a Capabilities Statement in Times New Roman 11-point or 12-point font with 1-inch margins minimum all around, not to exceed 15 pages double-sided (which includes Cover Letter), and in PDF format.


The Capabilities Statement must include the following information:


a) RFI Number and title.
b) Company name and point of contact (POC) to include individual's name, title, work and/or mobile telephone number(s), and email address.
c) Date submitted for historical purpose.
d) DUNS number.
e) Socioeconomic Business type (to include Large Business).
f) Response to RFI Questionnaire.


EMAIL THE CAPABILITIES STATEMENT TO Miriam Holst, Contract Specialist: holst.miriam.j@dol.gov. The subject line of the email shall read as "RFI No. DOL1650-DSG-18-NAT-0020 Technical & Expert Consultant Services for OSHA/DSG". Emails that do not contain the specified subject line may run the risk of being overlooked.
