The NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office is soliciting for non-personal engineering and technical services in support of Joint Staff, J6 Assessments Division (C4AD). The contractor shall conduct studies, assessments, experiments and demonstrations, and provide related documentation supporting recommendations; provide independent analyses and research; conduct technical assessments (interoperability and military utility); and perform related tasks in support of the Joint Staff assessments and experiments and demonstrations. The proposed requirement is being processed on an unrestricted basis. The performance period will consist of a base period of sixty (60) months with one (1) six month option period in accordance with FAR 52.217-8.
It is estimated that the government will call for 696,960 man-hours of service over the life of the contract if the option period is exercised. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offerorbs technical proposal to be more important than their cost/price proposal. A Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity Single Award type contract is anticipated with provisions for placement of cost plus fixed fee and fixed price task orders using policies contained in FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541330 ($15M in annual receipts). The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil.
Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released fifteen days (15) after this synopsis. The closing date for the receipt of offers will be set forth in the RFP. Offeors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions.
