House Bill 2012 (83rd Legislative Session) requires the Texas Education Agency to develop an online survey to be administered statewide on a biennial basis to superintendents, principals, supervisors, classroom teachers, counselors, and other appropriate full-time professional employees who are required to hold a certificate. The results will include, at least, campus-level information on the relationship between teaching and learning conditions and student achievement, teacher retention, student attendance, and graduation rates. The Commissioner is required to make the results public and use those results to develop, review, and revise professional development offerings, initiatives aimed at teacher retention, and standards for principals and superintendents.
