The Department is seeking to acquire a system that will provide for online web-based entry of the teacher and principal evaluation data. The teacher evaluation is based on a defined evaluation model which includes observation, value-added measures, and academic achievement measures pursuant to the First to the Top Act of 2010 and State Board of Education rules and policy. The observation rubric has a variable number of domains with a varying number of indicators under each domain. Each item will have a score applied based on the scale defined. The observation score will be combined with a value-added score and a second academic achievement measure score to arrive at the overall evaluation score.
