County (hereinafter referred to as the County) serves approximately
326,000 residents and manages $462 million in annual property tax and other tax
revenue.
The existing taxation systems rely heavily on mainframe programming that incurs
expensive licensing and maintenance costs. The transition to an open platform
is consistent with the county direction for enterprise computing. The current
personal property tax accounts assessment system (developed in 2001),
personal property tax receivable system (developed in 1987), the real estate tax
accounts receivable system (developed in 1997), the cash receipts system
(developed in 1996), and various internally maintained collection databases do
not readily integrate with each other.
