Subject: TIF Consultant
Due Date: 04/16/07
Location: East Providence, RI
Type: RFP
Agency: East Providence Waterfront Special Development District Commission
Work Request: Seeking a study to explore the feasibility of using TIF as a funding mechanism for improvements in the Waterfront District.
Additional Work Details: The consultant shall evaluate the feasibility of TIF financing in comparison to other public and private financing alternatives, create general guidelines for use of TIF, and assist with drafting of TIF reports and agreement materials.
Contextual Info: The Waterfront District contains over 300 acres of mostly vacant land along the Providence and Seekonk Rivers, formerly used for industrial or heavy commercial purposes. Due to the large scale of potential redevelopment and the scenic and recreational resources of these waterfront properties, this area holds the single greatest potential for East Providence. The district plan allows for the potential building of in excess of over 2 million square feet of office/commercial space and 2,500 new residential units, and the city intends convert this area to a vibrant mix of land uses. However, public infrastructure needs within the district are substantial.
