This is a sources sought notice issued for the purpose of conducting market research. The U.S. Coast Guard does not intend to award a contract on the basis of this request for information. The NAICS Code for this acquisition is 562998 and the Small Business Size standard is 500 employees.

The U.S. Coast Guard Yard is seeking qualified sources that are capable of providing tank and bilge cleaning services, Marine Chemist services, removal and disposal of liquids, and power washing of underwater hull services at the U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD in accordance with the attached performance work statement (PWS). Performance will take place on vessels pier-side and dry-dock. The Marine Chemist must be certified by National Fire Protection Association (NFPA) and will certify tanks, bilges, and other areas/compartments as atmosphere safe for workers and safe for ‘hot' work.


The scope of work would include but not limited to the following tanks: Diesel Oil, Void, JP-5 Fuel, Lube Oil, Sewage Effluent, Hydraulic Oil, Used (Waste Oil), Ballast Water, Potable Water, and Oil Water. Storage tanks include 10K storage tank 4K storage tank 500 gallon storage tanks and rentals for individual projects. The following bilges may be aboard vessels undergoing repair, renovation or construction and include engine room, motor room, storage compartments, auxiliary machinery spaces, and shaft alleys. The contractor shall properly remove and dispose of all materials in compliance with applicable federal, state, and local environmental laws and regulations. Contractor assumes all responsibility and liability for the transport and proper disposal of materials. The contractor shall provide all personnel, equipment, tools, supervision, and other items necessary to perform these services.


The vessel lengths vary among 378' High Endurance Cutters, 327' Eagle, 270' Medium Endurance Cutters, 225' Seagoing Buoy Tenders, 210' Medium Endurance Cutters, 175' Coastal Buoy Tender, 154' Fast Response Cutter, 140' Ice Breakers, and 110' & 87' Patrol Boats and Oakridge (Drydock).


A requirements type contract with a base year and four (4) one-year options is anticipated. Companies having the capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market research/sources sought notice including commercial market information and company information.
