GENERAL INFORMATION
This Sources Sought is being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. The sole purpose of this Sources Sought is to provide information for planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Government. The purpose of this Sources Sought is to help the Government understand industry best practices, technical solutions, and sources capable of meeting the requirements detailed by this solicitation. The Government welcomes responses from all interested parties; however, no decision or award of contract will be made on the basis of responses from industry. The Government will not pay for the preparation of, nor the subsequent use of, information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of the Government's review of the information received. Additionally, the Government does not intend to hold discussions concerning this Sources Sought with any interested parties, but reserves the right to contact vendors if additional information is required for clarifications as it pertains to the Sources Sought.


SECTION 1: BACKGROUND
1.1 The Government has a continuing requirement for management of a small-engine vehicle maintenance and instruction program for the 131st Rescue Squadron (131 RQS) at Moffett Air National Guard Base, California (Moffett ANGB).


1.2 Generally, the Government's requirements for these services falls into two categories: Equipment inspection, full-spectrum maintenance, and in-servicing services (Maintenance Services); and the Development and instruction of an operator-level Syllabus of Instruction (SOI) and Program of Instruction (POI) (Instruction Services). All equipment subject to this requirement is Commercial off the Shelf (COTS) motorized equipment (e.g., all-terrain vehicles, off-road motorcycles, outboard boat motors, etc.). For detailed information, see the draft Performance Work Statement (PWS) attached to this Sources Sought.


1.3 The requirement is characterized by two distinct NAICS codes:

611519 Other Technical and Trade Schools ($15,000,000.00)


The In accordance with FAR 19.102(d), the Maintenance Services are exceeded to account for the greatest percentage of contract price. Resultantly, it is anticipated that interested parties must be capable of fulfilling NAICS 811490 with a small business size standard of $7.5M.


1.4 The same/similar services contemplated by this requirement have previously been obtained through Schedule V, General Trade, of the National Guard Bureau (NGB) Professional Administrative Support Services (PASS) suite of ID/IQ contracts. This contract has since ended and is no longer available for this purpose.


SECTION 2: PURPOSE OF THIS SOURCES SOUGHT
2.1 The Government is seeking industry input to determine the best acquisition approach for the services outlined by Section 1. The intended purpose is to determine the commerciality of this requirement, industry's capability to provide these services, and develop an acquisition strategy that will result in a "win-win" contractual relationship.


2.2 The Government's review and evaluation of responses to this Sources Sought will also be used to determine the availability of small business concerns, both with and without socioeconomic classifications, to fulfill this requirement.


SECTION 3: SCOPE OF SERVICES
3.1 The scope of this requirement is to provide comprehensive vehicle maintenance and instruction services for the 131 RQS tactical vehicle program. These services include program management for the inspection, inventory, maintenance and repair of all squadron-assigned non-fleet vehicles, such as off road motorcycles, all-terrain vehicles (ATV), snow mobiles, watercraft, and trailers. Over the road (OTR) vehicles (e.g., Government owned or leased automobiles) are not subject to this requirement. Contractor shall also be responsible for providing advisory and technical instruction to Guardian Angel (GA) personnel, and providing real-world support for domestic operations (e.g., vehicle recovery or repair services at an operational location) when required. Additionally, the Contractor may be required to provide transportation management; assisting with the coordination and planning in the use of warehouse storage; and the distribution of products and materials.


SECTION 4: INSTRUCTIONS TO VENDORS
4.1 All interested vendors are encouraged to complete the attached "Interested Vendor Profile" (attached below) and submit it with a capabilities briefing that clearly demonstrates the capability to perform these services.


Please adhere to the following requirements for capabilities briefings:


 Do not submit marketing materials as they will not be reviewed.
 Required format is single-spaced, no smaller than 11-point font, not to exceed three (3) 8.5" x 11" pages; up to one attachment is permitted.
 Capabilities briefings must be clearly marked with company name, telephone number, and the name and email address of a point-of-contact with the authority and knowledge to clarify responses with Government representatives.
 Information submitted under this Sources Sought will not be released outside of the Government; however, the respondent is responsible for providing the appropriate proprietary markings. Segregation of proprietary information from non-proprietary information is ideal (e.g., attachment or exhibit).


4.2 All interested firms should submit a capabilities briefing that clearly outlines their firm's experience, resources, and capabilities in providing the required services. Capabilities briefings should be brief and concise, while clearly demonstrating the ability to meet the stated requirements. Recent and relevant experience in all areas should be provided; please clearly identify teaming and/or subcontracting arrangements.


4.3 Interested firms are welcomed and encouraged to submit questions that will aid and assist the Government in formulating this requirement; however, answers will not be provided. Questions should be separated from the Interested Vendor Profile and Capabilities Briefing. Questions will not be counted against page/attachment limitations.


4.3 All responses should be provided via commercially viable electronic formats (e.g., Microsoft Office System, Adobe Acrobat, etc.).
