The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of Armament Research, Development and Engineering Center (ARDEC) intends to issue a competitive 100% small business set-aside Request for Proposal (RFP) for the award of multiple five (5) year, Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for commercial engineering services in support of the Tactical Effects, Protection and Interactive Technologies (TEPIT) Directorate. The engineering services include aspects of software training systems, virtual engineering aids, gaming and interactive software systems, emergency management systems, situational awareness and protection systems, training and system deployment, network-centric fires and effects systems, targeting related communications systems, digitally aided close air support systems, soldier/leader cognitive decision aids, small unit manned/unmanned effects teaming and countermeasures for delivery systems, software engineering, systems engineering and network engineering, lifecycle cost analysis and software process improvement. The applicable NAICS for this effort is: 541330 quote mark Engineering Services quote mark . The total maximum ceiling value of all contracts awarded is $49,778,189.00.

The primary place of performance is Picatinny Arsenal, New Jersey (Buildings 95 and 19), however, temporary duty locations may include, but are not limited to: Joint Base McGuire-Dix-Lakehurst, New Jersey, Redstone Arsenal, Huntsville, Alabama, Aberdeen Proving Ground, Maryland, Fort Lee, Virginia, Fort Sill, Oklahoma, Washington, District of Columbia, SPAWAR, San Diego, California, PACOM, Honolulu, Hawaii, Camp Humphreys, Pyeongtaek, South Korea, and EUCOM, Stuttgart, Germany.

The highest Distribution Level for this solicitation/contract is: Distribution Statement D.

The quote mark Extended Area Protection and Survivability (EAPS) Integrated Demonstration (ID) Science and Technology (S&T) Program Security Classification Guide (SCG) quote mark dated 23 July 2010 is a Distribution Statement D document, detailed as follows:

Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD contractors only to protect technical data that addresses current technology in areas of significant military applications on 23 July 2010.

The EAPS ID SCG contains information exempt from mandatory disclosure under FOIA. Exemption 2 applies.

To obtain a copy of the EAPS ID SCG: Interested parties to this solicitation shall mail/email a signed and approved copy of their quote mark Military Critical Technologies Data Agreement (DD Form 2345) quote mark or a copy of their applicable license issued by the U.S. Department of State if the offeror is a non U.S. company. After receipt of this document, the point of contact (POC) listed below will provide a quote mark Technical Data Questionnaire (AMSTA-AR Form 1350) quote mark and a quote mark Non-Disclosure and Non-Use Agreement quote mark to be completed and signed by the interested party. Once all documents are complete and received by the POC, the EAPS ID SCG will be provided. It is critical that interested parties provide these documents to initiate their request for the EAPS ID SCG in a timely manner as a proposal submission date will not be extended based on an untimely request.

THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Further, this synopsis is not a guarantee of a future RFP and should not be construed as a commitment of any kind by the U.S. Government. Responses to this synopsis are not considered proposals and cannot be accepted by the Government to form a binding contract. The Government anticipates an RFP to be posted to the Army Single Face to Industry website https://acquisition.army.mil/asfi/default.cfm and FedBizOpps https://www.fbo.gov/ on or about 7 April 2015. The proposal submission date will be thirty (30) days after issuance of the RFP.
