Tactical Body Armor
The United States Capitol Police (USCP) is seeking sources for tactical body armor packages that are certified by the U.S. Department of Justice Office of Justice Programs: National Institute of Justice (NIJ) Ballistic Resistance Body Armor NIJ Standard, NIJ-STD-0101.06 (https://www.ncjrs.gov/pdffiles1/nij/223054.pdf) for the USCP tactical force. Each package consists of a lightweight, pliable, modular tactical and plate system package that includes:
• the upper body
• upper arm
• groin
• collar
• throat
• level IIIA cummerbund with insert capabilities
• level IV "in conjunction" (ICW) plates with level IIIA Ballistics
• 2 black carriers
• one extra set of straps
Only ballistics that successfully meet the Ballistic Resistance Body Armor NIJ Standard, NIJ-Standard-0101.06 for Threat Level IIIA soft armor and Threat Level IV-ICW plates will be considered..
The soft ballistic level IIIA and the level IV-ICW plate must meet the NIJ-Standard-0101.06 as a pair at the time of evaluation. No sources that anticipate NIJ certification after receipt of an order from USCP will be considered able to meet the USCP requirement.
