The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order for potential offeror to perform diesel engines overhaul and repair or renew certain other subassemblies as specified herein this specification. The engine is a model 8L20 auxiliary Diesel generator produced by Wärtsilä North America, 2900 SW 42nd St., Fort Lauderdale, FL 33312.  The contractor is to provide a recognized specialist to overhaul the (2) two plate type heat exchangers (optional).  All work shall be performed in accordance with the requirements of the U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS).  This procurement will be issued as unrestricted.


The solicitation will be issued as an RFQ and will be posted to Fed Biz Ops (https://www.fbo.gov/) electronically on or about July 19, 2019.  NO HARD COPIES will be provided and NO TELEPHONE inquiries will be accepted. The solicitation must be downloaded from the FBO website.  Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates or amendments to any and all documents.  Questions received in response to this solicitation will be answered via amendment and posted to the Fed Biz Ops website.


All responsible sources may submit a response to the Government's RFQ and all quoters that are deemed responsible and conforming to the requirements set forth in the solicitation, will be considered by this agency.  All quoters interested in submitting a quote on this solicitation must (at the time of their submission) be registered in the System for Award Management (SAM) database at website https://www.sam.gov/portal/SAM/#1#1. ; For assistance with registering in SAM, the website can be accessed or by telephone at 866-606-8220 on Mon - Fri 8 a.m. to 8 p.m. EST.


 SITE VISIT


A site visit will be conducted onboard the T.S. KENNEDY at 10:00 a.m. Eastern Standard Time on Thursday, July 25, 2019 at 101 Academy Drive, Buzzards Bay, MA 02532.  POC: Jeff Brown, Marine Surveyor, USDOT- Maritime Administration (MARAD), Division of Atlantic Operations-New England Office; phone (757) 694-5505; e-mail:  Jeffrey.H.Brown@dot.gov.  ; All potential offerors intending to submit an offer should plan to attend site visit.  In order to make the site visit as productive as possible, offerors are also requested to submit any questions from the review of the solicitation package or as a result of site visit should be submitted in writing (email) to the Contracting Officer jacqueline.byrd@dot.gov No Later Than 3:00 p.m. Eastern Standard Time on Wednesday, July 31, 2019 with solicitation number 6933A219Q000022 in the subject line.  Responses to questions will be issued by amendment to the solicitation package.


Failure of a prospective offeror to submit any questions or to attend the site visit will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the site visit will be held solely to allow offerors an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective offerors are advised that at the conclusion of the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable.


ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
