The Defense Health Agency (DHA) is a joint, integrated Department of Defense (DoD) Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS by:
• Implementing shared services with common measurement of outcomes;
• Enabling rapid adoption of proven practices, helping reduce unwanted variation, and improving the coordination of care across time and treatment venues;
• Exercising management responsibility for joint shared services and the TRICARE Health Plan; and
• Acting as the market manager for the National Capital Region (NCR) enhanced Multi-Service Market, which includes Walter Reed National Military Medical Center (WRNMMC) and Fort Belvoir Community Hospital (FBCH).


The DoD, through the Defense Health Agency (DHA), has a mission to provide TRICARE services to eligible beneficiaries in locations outside the fifty United States and the District of Columbia. In order to accomplish this mission, the TRICARE Overseas Program (TOP) contract will supplement the services that are provided to Active Duty Service Members (ADSMs) and certain Active Duty Family Members (ADFMs) via the Military Health System direct care system in designated military treatment facilities. The TOP contract will provide comprehensive healthcare support services to ADSMs and certain ADFMs in designated remote overseas locations. Additionally, the contract will provide services to all TRICARE-eligible beneficiaries according to the requirements of the contract, including customer support and assistance, pre-authorizations, claims processing, and appeals and grievances processing. Finally, the TOP contract will provide other healthcare support services (e.g., translation services, access to data, etc.) designed to assist the Government in operating an integrated health care delivery system for all eligible beneficiaries overseas.


The purpose of this notice is to obtain industry input to define the requirements for the next generation TOP 2021 contract. The DHA is interested in taking advantage of the expertise of the healthcare industry and incorporating commercial best practices with respect to providing overseas healthcare. Any information received will be deemed "Source Selection Information" (See FAR 2.101 & 3.104). Information provided to the Government in response to this posting is strictly voluntary and given with no expectation of compensation and shall be provided at no cost to the Government.


Information on the TRICARE Overseas Program may be found in the TRICARE Operations Manual, Chapter 24, 2008 edition (http://manuals.tricare.osd.mil/) and the TRICARE website (https://tricare.mil/overseas).


The DHA invites interested firms to provide a written response to the questions in Attachment 1, TRICARE Overseas Program Questions for Industry. The combined response to all questions is not to exceed 15 pages in length. Interested parties shall email with their responses attached as either a Microsoft Word or Adobe PDF file. Please email responses to these questions to Mr. Shannon Lynch at shannon.d.lynch.civ@mail.mil, with a courtesy copy to Ms. Margaret Zancanella, Contracting Officer, at margaret.a.zancanella.civ@mail.mil, no later than 5:00 PM MT on January 31, 2018. Please state "Response to TOP 2021 Questions" in the email subject line.


The DHA also invites interested firms to participate in one-on-one meetings with the government to provide them the opportunity to ask questions about the TOP 2021 requirements and share industry input on the overseas healthcare environment, including applicable industry best practices and initiatives. Interested firms are requested to tailor their presentations to address their responses to the questions in Attachment 1.


These one-on-one meetings are NOT for capabilities briefings. Meetings will be scheduled from February 27-March 1, 2018, and held at the DHA Aurora, 16401 Centretech Parkway, Aurora, CO 80011 and are expected to last no more than two hours.


Please email requests for one-on-one meetings for TOP 2021 to Mr. Shannon Lynch via e-mail at shannon.d.lynch.civ@mail.mil, with a courtesy copy to Ms. Margaret Zancanella, Contracting Officer, via e-mail at margaret.a.zancanella.civ@mail.mil, no later than January 31, 2018. Please state "Request for TOP 2021 One-on-One Meeting" in the email subject line. Please include a point of contact (name, title, address, phone and email) whom DHA can contact regarding the schedule information for the one-on-one meeting. The firm's point of contact will also need to provide a list of the firm's attendees' names, titles, e-mail address, and phone number via e-mail.


No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to award a contact nor does it restrict the Government to a particular acquisition approach. DHA will not respond to proposals or questions about the policy issues raised in this notice. Any information received will be deemed "Source Selection Information" (See FAR 2.101 & 3.104).
