SOURCES SOUGHT FOR TRAINING FOR MEDICAL USES OF BYPRODUCT MATERIALS

THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research to determine the availability of potential sources with the technical capability to provide all management, supervision, administration, and labor for medical technology training to NRC staff and NRC Agreement State Inspectors. The training will be focused on medical uses of byproduct material that are licensed by the NRC and NRC Agreement State regulatory programs, including nuclear medicine procedures, manual brachytherapy, remote after loader brachytherapy (HDR), gamma stereotactic radiosurgery, and other emergent medical treatments that involve byproduct material.


THERE IS NO SOLICITATION AT THIS TIME. This synopsis does not constitute a request for proposal; submission of any information in response to this sources sought is purely voluntary and the Government assumes no financial responsibility for any costs incurred.


Capabilities Sought


Anticipated contract requirements include:

1) Update existing training course materials for two NRC courses: "Diagnostic and Therapeutic Nuclear Medicine (H-304)" and "Brachytherapy, Gamma Knife and Other Medical Uses of Byproduct Material (H-313)."


2) Present a "Diagnostic and Therapeutic Nuclear Medicine (H304)" training course to NRC staff and Agreement State inspectors, up to three times per year. The training is anticipated to include approximately three and one-half days of classroom lectures, and one day of tours/hands-on activities at medical facilities where radiopharmaceuticals are produced, handled, and administered to patients. The NRC will require the contractor to provide access to and round-trip transportation for students from the classroom site to the medical facilities that are being toured.


3) Present a "Brachytherapy, Gamma Knife and Other Medical Uses of Byproduct Material (H-313)" training course to NRC staff and Agreement State inspectors, up to three times per year. The training is anticipated to include approximately three and one-half days of classroom lectures, and one day of tours/hands-on activities at medical facilities that perform patient treatments using gamma stereotactic radiosurgery systems, HDR units, and other brachytherapy modalities. The NRC will require the contractor to provide access to and round-trip transportation for students from the classroom site to the medical facilities that are being toured.


4) Provide a Course Presentation Report to the NRC Contracting Officer's Representative (COR) after each offering of the courses listed above.


5) Provide a Final Report to the NRC COR no later than 30 days prior to the contract expiration date.

Potential sources may respond to this synopsis to address their capabilities to perform the potential contract requirements in a manner that is free of conflict of interest (COI). HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE


All sources, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) concerns, woman-owned small businesses, service-disabled veteran-owned small businesses, veteran-owned small businesses and HUBZone small businesses) are invited to respond to this notice insofar as they have the capability and capacity to perform the services described in this notice as a prime contractor. Submission of any materials other than those requested by this synopsis is discouraged.
Please do not include any proprietary or otherwise sensitive information in the response. In addition, proposals submitted in response to this synopsis will not be considered.


Please include the following in the response:


1. Your organization's name, address, emails address, Web site address, DUNS number (if there is one) and telephone number.


2. The size of your organization with respect to NAICS code identified in this notice (i.e., "small" or "other than small"). If your organization is a small business under the aforementioned NAICS code, what type of small business (i.e., small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a), or HUBZone small business)? Specify all that apply.


3. Indicate whether your organization offers any of the potentially required training services described in this notice on one or more of your company's own Federal Government contracts (i.e., GSA Federal Supply Schedule contract) that the NRC could order from and, if so, the contract number and a description of the services available for ordering under that contract and the current expiration date of the contract expiration dates.


4. Indicate whether your organization could fulfill at least 50% of the dollars of the services that may be required with your own organization's employees.


5. Describe experience that your company's current employees have with providing highly technical training services of the nature described in this synopsis.


6. Separately and distinctly describe your organization's current capability to provide the anticipated training services listed above.


7. Provide a list of contracts/orders that were awarded to your organization as a prime contractor for similarly scoped services to those described in this notice, to include customer organization name and address, contract/order number, contract type, customer point of contact name, phone number and email address, total contract/order value, thorough description of supplies and services included in the scope of that contract/order, indication of how they differ from the required capabilities described in this notice, contract/order period of performance, indicate how your company complies with applicable environmental laws and Federal regulations (See NRC's Green Purchasing Plan at: http://pbadupws.nrc.gov/docs/ML1219/ML12191A130.pdf), and any other relevant information.


8. Describe your organization's experience providing deliverables that comply with applicable Section 508 standards. See www.section508.gov for more information.


9. Describe any organizational conflicts of interest that your organization has encountered with NRC and how they were mitigated and/or resolved.


Submit responses to this notice to geoffrey.coleman@nrc.gov in a format that is readable in either Microsoft Word 2013 or .pdf so that they are received at that email address within 15 calendar days from the date of publication of this notice. All responses to this notice must be 10MB or smaller in size; otherwise, the NRC server will reject the response. Respondents may submit more than one response in order to stay under the 10MB threshold.
