52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997)

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of conducting market research to identify potential Small Business (SB), Veteran Owned Small Business (VOSB) and Service Disabled Veteran Owned Small Business (SDVOSB) as authorized sources and distributors for Stryker OEM medical products.
(d) Responsible and qualified sources are being sought to fulfill a potential need for TP700, or equal, localized therapy pumps.
Please view the attached Statement of Need for more specific equipment and service requirement information.

If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov).

The NAICS 339113 is applicable to this acquisition; with a size standard of 750 employees.
Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.
