In issuing this Request for Proposals (this “RFP”), the Town is seeking a vendor to redesign the
Town’s website. The new website shall utilize two domain names, http://rockhallmd.com and
http://rockhallmd.gov; however, these two domain names shall have a unified style and create a
seamless experience for website users. The content on each domain name can be characterized
broadly into two categories, as follows:
Marketing: Aimed primarily at tourists, http://rockhallmd.com shall provide tourism-related
information, such as in-town transportation, an events calendar, a Town map, a listing of the
Town’s museums, a feedback form for visitors, and a business directory (including real estate
and rental properties). The website shall highlight the best qualities of the Town for newcomers,
as well as serve as a guide for regular visitors. The rockhallmd.com domain name must strive to
provide content that is accurate, timely, useful, and interesting.
eGov Services: Aimed primarily at Town residents, rockhallmd.gov shall provide local
government information, such as an archive of the Town Council’s agendas and meeting
minutes, a platform on which utility bills and permit fees can be paid, and a connection to the
Town staff and elected officials (who shall use the rockhallmd.gov domain name for email).
Residents or other interested individuals shall be able to sign up to receive various notifications
from the Town via email, such as disruptions in public services due to weather conditions,
availability of new Town services, requests for proposals and procurement opportunities, and
public meeting announcements. The ability to easily access Town Council agendas, minutes,
and legislation online in advance of meetings is intended to increase citizen awareness and civic
participation. Likewise, there should be the capability to foster online apolitical information
sharing between Town residents (i.e., a community bulletin board).
