THIS IS A SOURCE SOUGHT NOTICE ONLY. REQUEST FOR SOLICITATION WILL NOT RECEIVE A RESPONSE. This is not a Request for Proposal. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is strictly market research to determine availability and adequacy of potential sources with the capabilities and experience to perform the required work. The Government is not obligated to and will not pay for information received as a result of this announcement.

LCS SOURCES SOUGHT NOTICE


In accordance with the International Agreement between the United States and the Republic of Korea, titled "Amendment to the Implementing Agreement between the United States Forces Korea and the Republic of Korea Ministry of National Defense Concerning Logistics Cost Sharing" (hereinafter "International Agreement"), signed by the parties on 14 October 2015: "The parties hereby agree that all LCS work must be accomplished in the ROK or its territorial waters and that all equipment and supplies that are to be acquired with ROK Government funds shall be manufactured in the ROK, and all LCS service work shall be carried out by Korean contractor(s).


This request for information (RFI) is for the acquisition of: TOP DRIVE ROTARY WELL DRILLING RIG


TECHNICAL SPECIFICATIONS


1. REQUIREMENT: Top drive rotary well drilling rig (1 each). Includes on-site training at FED compound on the operation, care, and maintenance of the drill rigs.
2. SPECIFICATIONS: The drill rigs shall be Driltech Model D40KW or equal, meeting the minimum requirements provided below:


■ GENERAL:
 ∙Truck-mounted rigs will be used for drilling water wells and foundation holes to a
    depth of 1200 ft.
 ∙Drill rig shall be provided with a power conversion kit and water pump accessories
    for optional rock coring to 1200ft (NX through 4-inch diameter cores).
 ∙Diesel-powered, hydraulic top drive drill rig for rotary TDH, mud, and dual tube 
    reverse circulation drilling applications.
 ∙Equipped to carry 25-ft drill pipe in a minimum 28-ft stroke mast.
 ∙Drill shall be assembled on a rigid sub frame for mounting on truck.


■ SUBFRAME:
 ∙Steel (ASTM A36) channel construction.
 ∙Leveling system consisting of four hydraulic jacks (minimum 48-inch stroke),
     complete with minimum 18-inch diameter ball and pinned socket mounted cast
     cleated pads.


■ POWER GROUP:
 ∙Drill engine: Cummins model KTA 19 C/L engine or equal, rated at minimum 600 hp
    at 2100 rpm and 110 degree F cooler, complete with insulated exhaust muffler and
    minimum 220 gal fuel tank.
 ∙Drill cooling system for engine and hydraulic fluids rated for 130 degree F ambient
    conditions, complete with canvas cover for cooler.
 ∙Air line blow down/relief system.



■ FEED SYSTEM AND ROTARY HEAD:
 ∙Drill mast with the following minimum rations: 28-ft stroke with cylinder and chain
    feed system; rated 70,000-lb holdback; 40,000-lb down pressure, with heavy duty
    2-1/4 inch feed chain.
 ∙Top drive hydraulic high torque rotary head with the following minimum rations:
    0-80 rpm at 80,000 inch-lbs torque, and 0-61 rpm at 97,000 inch -lbs torque,
    complete with nylon guide shoes and two lifting shackles.
 ∙Torque, find feed with override controls.
 ∙Drill table: heavy duty with minimum 18-inch hydraulically-adjustable opening and
    hinge-pinned front access.


■ PIPE HANDLING:
 ∙Drill pipe loader: outside mast, hydraulically operated; indexing for minimum six
    4-1/2 inch OD by 25-ft long drill pipes; swing away drill pipe retainer hoop.
 ∙Accessory winch and jib boom system with the following minimum attributes:8.000-
    lb hydraulic winch with 100ft of ½ -inch wire rope; 172x hydraulically extended and
    indexed jib boom.
 ∙Breakout tong, hydraulically actuated 60-inch jaw type.
 ∙Auxiliary break out system, hydraulic cylinder/cable pull.


■ ADDITIONAL REQUIRD FEATURES:
 ∙DTH hammer holders for 6-inch and 8-inch hammers.
 ∙Stabilizer rack, mounted on outside loader assembly.
 ∙Water injection system with following minimum attributes: hydraulically-operated
    25 gpm, 800 psi pump, complete with foam pump.
 ∙Machine washing kit including hose, nozzle, and connector to water pump.
 ∙Fuel gage mounted at operator's station.
 ∙Air regulator for 100 psi bit grinder.
 ∙Maintenance kit, including elements and other service type consumables needed
    after first 50hours operation.
 ∙Emergency road kit, including triangle, flags, flares, fuses, and fire extinguishers.
 ∙Pier port lift kit.
 ∙Spare parts book, operator's manual, service manual.
 ∙Painted factory standard white, with complete body undercoating.
 ∙Basic drilling accessory kit for use with 4-1/2 inch OD, 3-1/2 inch API drill pipe and
    6-inch DTH hammer, including the following;10"/4-1/2" table bushing; 1 each jay
    wrench for pipe and DTH hammer; 3 split bushing; and 1 bit breakout plate.
 ∙Drill pipe chip deflector wiper group.
 ∙Control panel cover, lockable steel construction.
 ∙Remote drain group for crankcase, compressor, and hydraulic oils.
 ∙Tow hooks, front and rear, and mud flaps.
 ∙Lockable tool storage, minimum 21 cubic feet capacity.
 ∙Night lighting system including three 70 watt halogen shock-mounted flood lights.
 ∙Operator platform.
 ∙Angle drilling group: 0-30 degree, in 5 degree increments.
 ∙Reverse circulation group.
 ∙Auto rod handler.
 ∙Casing advance system.


■ TRUCK:
 ∙International or Ford 6 x 6 or EQUAL, with dimensions, configuration, and power
    rating compatible to support full drill rig operations. Minimum 10-speed standard
    transmission.
 ∙Painted factory standard white, with complete body undercoating.
 ∙Air conditioning.
 ∙AM-FM radio
 ∙Front tow hooks.
 ∙Air horns
 ∙Total height of the drill rig should be less than 4.1 meter.
 ∙Total weight of the drill rig should be less than 40 tone.


■ DTH HAMMER LUBRICAION:
 ∙Air line lubricator for DTH hammers including minimum 30 gallon reservoir.


■ AIR LINE GROUP FOR BOOSTER COMPRESSOR:
 ∙Minimum 1500 psi air line group for use with booster compressor.
 ∙Water injection system with the following minimum requirements: hydraulically
    operated; no tank; 25 gpm, 800 psi Cat pump, complete with Cat foam.
 ∙Remote helper's station for independent control of winch, jib swing/ extension, and
    outside loader indexing.
 ∙Compressor disengaging system, with manually-operated clutch.
 ∙Pre-heater, diesel-fired for deck engine.
 ∙Heating system for lubrication tank.


■ POWER GROUP:
 ∙Minimum rated 1150 cfm, 350 psi compressor, with Cummins model KTA 19 C/L
    engine or equal with minimum rating of 600 hp at 2100 rpm and 110 degree F
    cooler.


■ EQUIPMENT WARRANTY:
 ∙Contractor shall provide standard industry warranty on all drill rig components and
    truck assembly.


■ ON-SITE TRAINING:
 ∙The contractor shall conduct a 5-day training session on the operation, care, and maintenance of the procured drill equipment. The training shall be conducted in English and Korean and will be held at the Far East District (FED) Compound in Pyeongtaek, Korea.
 ∙The Government will notify the contractor when the drill rig has arrived in Camp Humphreys. Following this notification, the contractor shall have 4 weeks in which to complete the 5- day training session. Training shall be scheduled between Monday and Friday, for a duration for 8 hours each day (0800 to 1700 hrs). The contractor shall coordinate the training schedule with FED.
