The City has been actively developing its first comprehensive plan, Albany 2030, which is being developed as an innovative, systems-based document that has sustainability at its foundation. One of the systems identified is Multi-modal Transportation, which is linked to numerous other systems, such as Community Form, Social, and Economic. Following the adoption of the comprehensive plan, the City will initiate an update of its existing code to ensure that it is consistent with the community's vision for 2030. One of the changes that the City is anxious to support is the Capital District Transportation Authority's (CDTA) implementation of Bus Rapid Transit (BRT).

The City supports transit-oriented development (TOD), recognizing it as the functional integration of land use and transit via the creation of compact, walkable, mixed-use communities within walking distance of a transit stop or station. TOD brings together people, jobs, and services and is designed in a way that makes it efficient, safe, and convenient to travel on foot or by bicycle, transit, or car.

In order to facilitate the development of TOD within the City, along with the economic, social, and environmental benefits, the City of Albany (City) and the Capital District Transportation Authority (CDTA) jointly requested funds from the Capital District Transportation Committee (CDTC), the Metropolitan Planning Organization for the Capital District through the Corridor Management Initiative (TIP #RG31) for the development of a Transit-Oriented Development zoning ordinance and guidebook for the City's transit intensive corridors: NY5 (State/Central) and Washington/Western Avenues and Route 32/Broadway corridors.
