TECHNOLOGY TRANSFER AND INTELLECTUAL PROPERTY IN WASHINGTON, DC

The U.S. Department of Energybs (DOE) Assistant General Counsel for Technology Transfer and Intellectual Property (GC-62) in Washington, D.C. is performing market research in support of an upcoming procurement for professional, technical and management support to determine the availability and technical capabilities for consolidating and modernizing DOE Patent Counsel data systems to increase efficiencies, decrease processing times, and improve data integrity. Certified HUBZone and Service Disabled Veteran Owned Small Businesses are encouraged to respond to this sources sought.

As a precursor to the competitive process to acquire these services, DOE GC-62 is conducting market research to determine the marketbs capability to satisfy the draft requirements. The DOE intends to gather market research from responders who have proven experience performing the activities described herein. Specifically, DOE GC-62 is seeking to measure the capacity and capability of industry to perform these services. Interested parties should review the draft Requirements Attachment 1 for the specific requirements for the upcoming procurement.

This Sources Sought Notice affords interested parties an avenue to provide feedback for this requirement via Capability Statements. This is optional and participation will not affect a partybs ability to provide a proposal if a solicitation does result from this requirement.

Parties interested in a briefing should send their contact information to Doe-IP-DB@hq.doe.gov. DOE may schedule individual briefings or group briefings depending on the responses.

Capability Statements:

Interested parties are requested to provide capability statements that specifically address the capacity and capability to provide the requirements in the draft Requirements. The statements shall provide administrative information to include the following: Company name, title, mailing address, phone number, fax number, and e-mail of designated point of contact, business type and size (for the applicable NAICS), and DUNS number. These statements should specifically address the following:

1.    Please identify your companybs core competencies and experience directly
relevant to the implementation, data migration, and maintenance of an
intellectual property docketing system such as described in the draft
requirements. Submit a list of comparable support services that your company
provided within the last three years for government agencies including
identification of those agencies.
2. Please identify your companybs core competencies and experience directly
relevant to maintaining the high-availability and data integrity of an
intellectual property docketing system as described in the draft
Requirements. Submit a list of comparable support services that your
company provided within the last three years for government agencies
including identification of those agencies.

3.    Please identify your companybs core competencies and experience directly
relevant to securing data including transitory data during backups, routine
maintenance, upgrades, migrations etc. to ensure there is no release or
otherwise authorized access or data corruption. Submit a list of comparable
support services that your company provided within the last three years for
government agencies, including identification of those agencies.

4.    Please identify your companybs core competencies and experience directly
relevant to securing an intellectual property docketing system as described
in the draft Requirements. Specifically, the Department is interested in
security techniques such as hosting within the DOE protected network, two-
factor authentication (preferably using HSPD-12 authentication), state-of-the-
art encryption, support for digital rights management technology to track and
remotely monitor sensitive file access. Submit a list of comparable support
services that your company provided within the last three years for
government agencies, including identification of those agencies.

5.    Please identify your companybs core competencies and experience directly
relevant to the development and deployment of upgrades and new version
releases of an intellectual property docketing system such as described
in the draft requirements. Submit a list of comparable upgrades and releases
that your company provided within the last three years for government
agencies including identification of those agencies.

6.    Please identify your companybs core competencies and experience directly
relevant to providing an intellectual property docketing system as described
in the draft Requirements within less than a year. Submit a list of
comparable support services that your company provided within the last three
years for government agencies, including identification of those agencies.

7.    Please identify your companybs core competencies and experience directly
relevant to migrating data from an existing dataset (e.g. comma separated
values, database, etc.) to an intellectual property docketing system as
described in the draft requirements within less than a year. Submit a list
of comparable support services that your company provided within the last
three years for government agencies, including identification of those
agencies.

8.    Please identify your companybs core competencies and experience directly
relevant to connecting an intellectual property docketing system as described
in the draft Requirements to external data systems within less than a year,
including the regular uploading, downloading and mapping of fields. Submit a
list of comparable support services that your company provided within the
last three years for government agencies, including identification of those
agencies.

9.    Please identify your companybs core competencies and experience directly
relevant to the training and support of users of an intellectual property
docketing system such as described in the draft requirements. Submit a list
of comparable training your company provided within the last three years for
government agencies including identification of those agencies.

10. Please provide a statement describing the technical proficiency and skill
sets of your company and team to support all facets of the draft Requirement.

11.    Provide an overview of your companybs business management, project
management, and management assurance systems.

12.    State whether your firm is American owned or whether it has or requires a
Foreign Ownership, Control or Influence clearance and Organizational
Conflict of Interest clearance with the Department of Energy or the Department
of Defense. Please also state whether your firm will be able to perform all
work, including any data migration, analysis or backups, within the U.S.

NOTE: the supporting documentation MUST demonstrate that Responder has experience accomplishing the tasks in the draft Requirements. DO NOT simply state that you can perform these tasks.


SUBMISSION DEADLINES:
The capability statement must be submitted via FedConnect (Doe-IP-DB@hq.doe.gov no later than Friday, March 23, 2019 at 12:00 a.m. (Eastern). The capability statement shall not exceed twenty (20) pages in length. The capability statement shall be provided in Microsoft Word or Adobe Acrobat file format utilizing Times New Roman, 12-point font.

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE THIS IS A SOURCES SOUGHT NOTICE ONLY to identify business sources that can provide capabilities to the DOE and receive comments regarding the requirements documentation. This Notice is issued solely for information and planning purposes only as defined in FAR 15.201(e) to obtain comments on preliminary requirement specifications - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the U.S. Department of Energy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this Notice. DOE has not made a commitment to procure any of the items discussed, and release of this Notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The information provided in the Notice is subject to change and is not binding on the Government. All submissions become Government property and will not be returned, but will be handled in accordance with applicable proprietary markings. It is the responsibility of the interested parties to monitor FedBizOpps.gov and FedConnect for future information pertaining to this requirement.

All information submitted will be considered procurement sensitive, becomes Government property, and will not be returned, but will be handled in accordance with applicable proprietary markings. Proprietary information, if any, MUST be kept to a minimum and MUST BE CLEARLY MARKED. Information which the respondent considers Proprietary Information pursuant to existing laws and regulations must be marked accordingly [see FAR 3.104-1 (3) & (4)]. NO CLASSIFIED INFORMATION shall be submitted in response to this Notice.
