16. Description: One clean, approved U.S. or foreign flag, double hull tanker with IGS and SBT that is capable of carrying a minimum of 300,000 BBLS of at least two clean petroleum products (intentions JA-1) in designate cargo tanks with double valve isolation. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
