THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a promise to issue a RFP in the future, and it does not commit the Government to contract for any supply or service described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and therefore, will not accept, review or evaluate unsolicited proposals received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent s expense. Companies are encouraged to respond if they have the capability and/or capacity to provide the items identified below. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.

The Department of Veterans Affairs has a requirement for Palantir Gotham or an equivalent cloud-based Software as a Service license for business intelligence software for a VA Data Integration and Analytics Platform.

REQUIREMENTS
VA is seeking services and support to provide an out-of-the-box enterprise data integration and data analytics platform. The vendor shall provide software licenses, cloud hosting (if appropriate), and professional services (as necessary) to implement this single integrated platform and train users. The solution for the single data integration and analytics platform shall meet the following technical requirements:
A proven commercial software solution deployable on day one that can be configured within 15 business days after installation for use by VA analysts.
Intuitive and highly configurable user interfaces that can be effectively utilized by a wide variety of users: data scientists, analysts, executives, customer service representatives, logistics specialists, contract specialists, etc.
Enables analysts to perform advanced analytics in a user's preferred coding language (e.g., Java, Python, R, SQL), as well as in non-code-based point-n-click tools, all within the same platform.
Provides user aids to guide and ease system use and manipulate findings into manageable formats.
A single integrated platform that shall be able to capture, curate, integrate, store, search, share, transfer, perform deconfliction, analyze, and visualize large amounts of disparate structured and unstructured data from a wide variety of internal and external sources.
Enables quick and easy integration of new or revised dataset structures from internal and external sources based on business-defined requirements.
Enables entity resolution.
Provides an ability to perform de-confliction across all available datasets.
Provides link analysis capabilities.
Enables users to apply advanced analytics to conduct relational, temporal, geospatial, statistical, and behavioral analysis to turn raw data into actionable intelligence.
Allows for rapid search ability across many datasets and documents consisting of structured and unstructured data.
Provides the ability to generate reports reflecting search results and analysis.
Provides the ability to display geospatial information as a map overlay.
Includes interactive chart types. The charts shall allow the user to filter results.
Provides the ability to display statistical information in chart format.
Includes visualization to represent specific relationships and entities within the data.
Provides the users with interactive network diagrams that display associations between records of interest.
Provides evidence analysis and management to include the ability to import voluminous records with structured and unstructured search capabilities within and across datasets.
A platform that is designed with an open data architecture, where data always remains under the full control of VA and can be easily exported in open, non-proprietary data formats via application programming interfaces (API). The platform software applications must be built on a distributed microservices architecture with open, well-documented Representational State Transfer APIs to seamlessly interface with other systems and adapt to VA s evolving needs.
The platform shall be data agnostic, i.e., interoperable with all data types from any source at any scale.
A platform with the capability to maintain data origin and reproducibility of all integrated data sources. Every resource (e.g., dataset, analysis, report) must retain its origin and metadata that can be traced back to the exact version of all upstream code and data dependencies. Both code and data must be supported across different, coexisting branches according to industry-standard version-control workflows.
A dynamic data model, object-based search/discovery and analysis workflows, allowing easy definition of objects, properties, and links that propagate from a source table, and provide natural ways to move between tabular and object-oriented interfaces and data analysis.
Provides visualization capabilities that highlight and display associations and links between defined data objects.
Allows users to create objects and add attributes for specific objects to use in link analysis.
Collaboration capabilities enabling teams comprising of technical and non-technical roles to work seamlessly and concurrently on the same data and merge analytical paths in one place.
Allows multiple users to work on the same analysis or assignment through file sharing capabilities.
Allows users to use collaboration and knowledge management capabilities to include the ability for multiple analysts to collaborate on an individual project with all the information kept and shared in one location, updated and worked on simultaneously.
Allows for secure collaboration and provide work product and work space sharing with flexible permission controls available to users that allow authorized access across VA administrations and offices.
Allows users to request and set alert notifications when defined data object is searched or updated by another user.
Has the ability to scale flexibly with increasing users, data and pipeline complexity, while providing options to adjust resource consumption. Proven ability to scale up to thousands of users (including thousands of potential outside collaborators globally), petabytes of raw and processed data, daily updates in the terabytes, and complex data pipelines requiring processing components developed in a variety of languages and environments.
Has proven granular security controls with the ability for data owners to easily control all downstream uses of the originating data and conform to VA security policies.
System shall meet FISMA high security controls.
System shall be FedRAMP compliant.
Has the ability to audit access of all data and analytical resources. Proven ability to support multiple, diverse use cases with overlapping or disjunct security policies, which all contribute to a single core data asset. Proven out-of-the-box support for Role Based Access Controls and Classification Based Access Controls, and for Access Control Lists.
Ensures security and privacy protection capabilities that allow different levels of access for different users.
Retains an audit history of user access and actions.
Maintains a history of user activity per session.
Allows for the creation of defined workflows across VA, intuitive of VA business and functionality.
Provides the ability to modify the Extract, Transform and Load process due to changes in dataset structures.
Ability to track and control access to defined datasets
Has proven interoperability with VA's current Information Technology strategic model highlighting future investments in APIs and plugin points that allow the system to keep up with the changing needs of VA and support both third-party software and other analytic applications. VA also requires the ability to independently develop new configurations, plugins, integrations, and extensions to meet new and unforeseen needs and interface with external systems.
