Enterprise Mobile Management (EMM)

Introduction:
This is a request for information only. Do not submit a proposal or quote. As a part of the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) market research process, this request for information (RFI) will be used to assist VA in finalizing the VA Enterprise Mobile Management (EMM) Performance Work Statement (PWS) and acquisition strategy.
Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. In accordance with FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. Please address the following in your response:
Provide a brief summary of your technical approach to meet the requirements set forth in the PWS. Additionally, please include any questions or comments on the Draft PWS.
Provide the team members, subcontractors, and/or vendors you plan to propose and the percentage of work each is to perform.
Indicate whether at least 50% of the amount paid by the Government to the Prime Contractor will be paid to SDVOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION). PLEASE NOTE: This should be considered in light of SBA guidance contained in the recently updated 13 CFR 125.6 and VAAR Clauses/Provisions 852.219-10 (JUL 2016) (Deviation) and 852.219-11 (JUL 2016) (Deviation). PLEASE NOTE: Any XAAS Product being delivered under this contract shall be counted as a service.
Provide a high-level estimate of the timelines needed to successfully implement the solution.
Please provide a Rough Order of Magnitude (ROM) including a description of the estimated level and cost of any on-going services, including on-going maintenance and upgrades/patches, necessary to maintain the solution throughout its lifecycle, and a high-level cost estimate for the licenses for the solution you are proposing.
Additionally, please provide a response to the following:
Tasks and LOE to migrate from one cloud hosting environment to another
Tasks and LOE to migrate from one MDM software solution to another
Tasks and LOE to un-enroll and re-enroll 38,000 mobile devices from one MDM software solution to another
PWS Pg.21 What is the vendor recommended bandwidth for IPsec tunnels for network connectivity to VA (PWS says 10Gbps)
What is the industry standard retention for MDM backup information? What is the industry standard for recovery of MDM information i.e. ability to recover to the last 30 minutes.
Does industry pricing support expansion of EMM support by number of devices i.e. optional task for support of 2,000 additional devices would include license, hosting, and O&M support associated with those devices.
VA wants a managed solution with the contractor handling all components of the solution and resolving issues whether they are software, cloud, or network based. Is there anything missing from this PWS that is required for the contractor to provide a managed solution?
Is there anything included in the PWS that is unnecessarily costly, or not feasible for a contractor to provide?
Is any additional information required in the PWS for the contractor to provide an informed proposal?
Responses are due 01/23/2017 at 12 Noon EST and limited to no more than 20 pages.
