This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA118-15-R-0082 and is issued as a request for quote. Quotes are due to be in receipt by this office not later than 01/28/2015 at 3:00 PM EST. Quotes shall be submitted to Matthew Melton at matthew.melton@va.gov and Carol Newcomb at carol.newcomb@va.gov. This solicitation is issued on an other than full and open competition basis in accordance with 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The intended source is the American Medical Association (AMA) as they are the owner of the license required. This license is considered proprietary; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is the contractor's responsibility to be familiar with the applicable clauses and provisions.

The Veterans Benefits Administration (VBA), Compensation and Pension (C&P) Service need license renewal for the AMA Physician Master File software, which is installed on the VBA Corporate Enterprise System (Sun E10K) at the Austin Automation Center. The AMA Physician Master File database supports the VBA nationwide C&P Service for veterans' claims benefits adjudication to assist in eligibility determinations. The AMA database search feature is incorporated within the Modern Awards Processing-Development (MAP-D) application, which is a component of VETSNET. Each user of MAP-D (claims developer) has the ability ("license") to use the AMA database search. This service assists the VBA claims examiners at the nationwide regional offices who process veterans' claims for compensation and pension assistance in disability and compensation eligibility.

The proposed action is on a firm fixed price basis for the procurement of a 1 year unlimited license for access to the AMA Physicians Master File software. The period of performance will be from date of award through one year after award, with two (2), twelve (12) month options.
