During oil spill responses, the On-Scene Coordinator (OSC) needs the ability to make a quick decision about the appropriate response options. The current selection guide requires OSC to navigate more than 300 pages of instructions, tables, and supporting materials before a decision can be made. RFP is to develop system and process to make quick decisions.
