This RFP is being issued by CIRA to acquire services from a vendor to document and
create a comprehensive set of functional and non-functional requirements and provide a
detailed scope of work to develop and implement the CIJIMS application. The actual
County Information Resources Agency (CIRA)
CIJIMS Request for Proposal page 8
development and implementation of the CIJIMS is planned be completed in a later
project phase that is beyond the scope of this RFP.
The primary objectives of this project phase are to develop a common set of master
requirements relative to the participant counties represented by CIRA and to create a
comprehensive Scope of Work that can be used to develop and implement the CIJIMS
software application in a subsequent project phase. The documentation and validation
delivered in this phase of the project will be used to determine the overall cost of
development of the CIJIMS software and will be the basis for vendor solicitation in the
Software Development Phase.
The vision of the CIJIMS application is to create a cost effective alternative to Off the
Shelf (OTS) applications currently available in the marketplace that will better serve the
needs of counties represented by CIRA. The solution should be fully integrated to allow
for an automatic electronic exchange (paperless) of data between departments and
functional responsibilities. A standard data model would be implemented that would
correlate with best practice business processes that would be standardized between
participant counties. Based upon new and emerging technologies, the system would
reduce errors and provide flexible access to information.
