This notice is posted in accordance with FAR 5.102.

This acquisition is a service-disabled veteran-owned small business set-aside.

The NAICS code is 238210 and the Size Standard is $15M.

In accordance with FAR 4.1102 and DFAR 252.204-7004, Alternate A, System for Award Management (SAM); the contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.

This project is to repair by replace existing hallway lights as identified in the Statement of Work (SOW) dated 29 September 2017 and all applicable attachments and specifications. All work to be conducted under this contract shall be done under the general conditions of the Statement of Work (SOW) contained herein and all applicable specifications and attachments. The location of the work to be performed is Schriever AFB, Colorado 80912-5006.

The 50th Contracting Squadron intends to award a contract for this project with a 210-day period of performance after Notice to Proceed. 

The estimated magnitude of the entire contract is between $250,000.00 and $500,000.00.

"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."

AutoCAD drawings to be provided after award.

NOTES:

1. Physical copies of the solicitation and all accompanying specifications will not be provided. All documents for this project will be uploaded to https://www.fbo.gov.

2. The contractor shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. All proposals shall be delivered in the method and by the time specified in the SF 1442. Proposals delivered shall be marked to show the offeror's name and address, contact number, the solicitation number, and the date and time the proposals are due.

3. Contractors shall be capable of securing bonding for the total proposed amount.

4. Contractors that are debarred or suspended are excluded from receiving contracts.

5. Site Visit.

(a) A pre-bid/pre-proposal conference will be conducted at Building 400/Schriever AFB on 14 May 2018 at 09:00 MST for the purpose of answering questions regarding this solicitation.

(b) Submit the names of all attendees (not to exceed 2) to Ms. Autumn Gray prior to 2:00 MST, on 11 May 2018. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.

(c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 3:00 MST, Friday, 18 May 2018. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

(d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers.
