This amendment has been issued due to an increase of IDIQ maximum quantities from 260 each to 750 each. Guaranteed minimum changed from 50 each to 150 each.

REQUEST FOR PROPOSAL/SOLICITATION NUMBER CHANGED FROM SPRRA1-14-R-0086 To SPRRA1-15-R-0016.

The Government proposes to acquire as a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the following: PRON: AX4F0518AX, NSN: 1615-01-074-5151, P/N: 70351-08186-043, Quantity: Min 150/Max 750, applicable to the Blackhawk Helicopter System (A-BE).

Required delivery with First Article Testing is 150 each, 393 DACA. Required delivery without First Article Testing is 150 each, 185 DACA. Delivery shall be made in increments of 5 per month until completion of items. The required delivery schedule for estimated subsequent year quantities, 150 units in Year 2, 150 units in Year 3, 150 units in Year 4, and 150 units in Year 5 stands at 185 DACA.

This item is restricted to Timken Aerospace Transmission, LLC (Cage Code 15152), Sikorsky Aircraft Corporation (Cage Code 78286), and PCX Aerostructures, LLC (Cage Code 82001). This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the government engineering activity having jurisdiction over the part in the intended application.

Adequate technical data is not available for this acquisition. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.

Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2.
