The original Presolicitation Announcement for W31P4Q-19-R-0031 shows an incorrect  AGENCY, LOCATION, and CONTRACTING OFFICE ADDRESS. This amendment corrects the AGENCY to U.S. Army Acquisition Contracting Command - Redstone; LOCATION to Redsone Arsenal, Alabama; and CONTRACTING OFFICE ADDRESS to Bldg 5303 Sparkman Circle, Redstone Arsenal, Alabama 35898-5090.  All other information is correct and unchanged.


PRE-SOLICITATION SYSNOPIS, NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.


The Army Contracting Command-Redstone (ACC-R) anticipates awarding a contract for Switchblade Hardware
Production on an other than full and open competitive basis under the authority of Title 10 United States Code
(U.S.C) 2304(c)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(A) and (B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Using solicitation W31P4Q-19-R-0031, ACC-R is issuing this notice of intent to solicit and negotiate only with Aerovironment, Inc. for Switchblade Hardware Production for FY 2020 - 2022. The performance period includes one 12-month base period and two 12 month options. The North American Industry Classification System (NAIC) for this acquisition is 336411, Aircraft Manufacturing, with size standard of 1,500 employees.


Market research for this Switchblade Hardware Production acquisition included a sources sought announcements published on FedBizOpps on 8 May 2018 under solicitation number W31P4Q-18-R-0101. The announcement was amended on 6 June 2018 and again on 7 June 2018. The original announcement and amendments were listed using NAICS 336414. Market research efforts concluded that only one responsible source is available to satisfy agency requirements.


A sources sought notice for the Lethal Miniature Aerial Missile System (LMAMS), using NAICS code 336414, was published on FedBizOpps on 16 April 2019 under solicitation W31P4Q-19-R-0031. Competitive procedures for LMAMS is taking place via the Aviation and Missile Technology Consortium Other Transaction Authority (AMTC OTA). Solicitation W31P4Q-19-R-0031 is no longer being used for the LMAMS competitive acquisition.


This requirement includes the production of Switchblade All Up Rounds (AURs), Fire Control Units (FCUs), Inert Training Vehicles (ITVs), Training Simulators (T-Sims), Multipack Launchers, Battery Chargers, Modular Battery Payloads, Universal Battery Chargers, Lot Acceptance Testing, Piglet Launchers, Spares Kits and Catch Nets.


This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by the response date listed in this posting.


The Government has the sole discretion as to whether or not to permit competitive proposals for this requirement based on the responses received to this notice. The procedures in FAR Part 12 are not being used for this requirement.
