This is a notice of intent that the government anticipates issuing a commerical contract for engineering services support and sustainment of the A2PATS-Advanced Architecutre Phase, Amplitude and Time Simulator.  
This requirement is for engineering services support and sustainment of the A2PATS.  The Electronics Warfare/Avionics Integrated Support Facility (EWAISF) A2PATS provides the modeling and simulation (M&S) of the transmission and/or reception of the various type of electromagnetic spectrum.  The primary purpose of this effort is for sustaining engineering services supporting the A2PATS to include all modifications and/or technology refreshes of hardware, software, firmware, system training, off-site repairs, on call help desk, acquisition of additional A2PATS Maintenance cabinets, Stimulus cabinets and Synthetic Stimulus Instruments (SSIs), spares, assistance with A2PATS Diminishing Manufacturing Sources (DMS) and obsolescence issues and Test Measure Diagnostics Equipment that may be used to support the simulator.  This requirement ensures the operability of each A2PATS Radio Frequency (RF) port in the network.  The contractor will be required to perform repairs of failed/returned components, provide written/verbal notification upon receiving A2PATS Circuit Card Assemblies (CCA)/ components, provide accurate repair estimates, and contractor performance reporting. 
The government intends to solicit and negotiate a fair and reasonable price in accordance with FAR 12 and FAR 6.302.  This requirement will be sole source to Textron Systems Electronic Systems, 124 Industry Lane, Hunt Valley, MD 21030-0126, CAGE Code 97384, under authority 10USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.  This IDIQ contract will consist of  one (1) 12-month basic period and four (4) 12-month option years. The place of performance will be primarily at the contractors facility and occasional on-site facilities.
In accordance with FAR 5.2079(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.






This notice is revised in order to convert to a Commercial Requirement Far Part 12 and to add revised PWS.  Solicitation expiration is September 11, 2019.
