THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is part of a market research effort to assess academic, industry, or other scientific capabilities that will best address the U.S. Coast Guard's (USCG's) needs.
 

The USCG Research and Development Center (RDC) is conducting market research of sources capable of providing a human thermoregulatory modeling capability which estimates survival times of immersed and stranded (i.e. in survival craft) victims in a range of water temperatures from -2°C to 32°C. The model will take into account a victim's personal characteristics (e.g. age, height, and body fat percentage), environmental parameters (e.g. air and water temperature), convection and radiation heat exchange with the environment, and basic human thermoregulatory mechanisms (including but not limited to metabolic heat production, shivering, sweating, respiration, and blood circulation) to calculate a range of probable functional and terminal survival time.


The Key Performance Parameters of the survival model are:
1. Support the Coast Guard Search and Rescue (SAR) mission by estimating survival probabilities based on victim characteristics and environmental conditions.
2. Estimate survival times in a range of water temperatures from -2°C to 32°C.


When responding to this RFI, please include a cover letter of no more than three (3) pages in length addressing the following key topics:
• Description of the candidate model including numerical or statistical methods as appropriate.
• Description of the Technology Readiness Level (TRL) of the model (See Attachment B for definitions).
• Description of the computational cost and requirements to operate the model.
• Description of the level of accessibility of the model to a general user.
• Any amplifying information (an attachment or linked published reports, videos, demonstration versions, etc.) as desired (optional).
• Identify whether you are a Small or Large Business using NAICS Code 541715


Interested vendors are requested to complete a copy of the capabilities checklist (Attachment A). For each checklist item, vendors are requested to indicate if the capability is currently available in their candidate system or currently not available but feasible with modifications or not feasible.


This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation.

Information submitted will be reviewed by Government personnel only at the USCG RDC.
