This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine if there are any vendors with economic status of Service Disabled Veteran Owned, Veteran Owned, Women Owned, and other Small Businesses that can provide temporary staffing for the following critical positions at the VA Palo Alto Health Care System (VAPAHCS) in Palo Alto, CA.
Surgical Technicians (ST) 5 Full Time Equivalent (FTE)
There is no solicitation document as this time. The NAICS is 561320 with Small Business size of $27.5 million. NOTE: Please ensure that System For Award Management (SAM) (www.sam.gov) indicates this NAICS code if you are interested in the requirement.

Capability Statements
Describe experience with providing Surgical Technicians and past performance with Government contracts
Provide all-inclusive hourly rates estimate for the ST based on the requirements in the PWSs. (Note, this is not a request for quote it s requesting pricing information for market research purposes only.)

As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Invoices will only be accepted on a monthly basis. Weekly invoices will not be accepted. Please see the DRAFT Performance Work Statements attached for further details.
