Support Services for Informatics Architecture (SSIA) IDIQ

Introduction:

In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only.

Requirements:

The VHA is in the process of planning a procurement in which a contractor will be required to provide non-personal services to support Informatics Architecture for the Office of Informatics and Information Governance (OIIG) Knowledge Based Systems (KBS) with subject matter expertise, policy guidance and strategic recommendations regarding health standards implementation for VA s information technology (IT) systems.

The contractor shall conduct, coordinate, and collaborate on Informatics Architecture activities within and beyond VA including knowledge management, creating, organizing, integrating, maintaining and harmonizing perpetually licensed or open source content and artifacts. The purpose is to enable computational capability, and to contribute to a framework that provides cognitive and decision support for Veteran s health, research, quality improvement, public health and long range planning activities. The Government anticipates soliciting a Firm-Fixed-Price (FFP), single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a period of 12 months with four (4) one (1) year option periods.

It is anticipated that the IDIQ contract will include a combination of general requirements that will be further defined in individual task orders and detailed requirements at fixed, unit prices to facilitate the ordering process. Overall, requirements may fall within one specific functional area in the draft PWS but in many cases, the requirements will encompass and apply across multiple functional areas to provide the total Health Integrated lifecycle solution.

Submittal Information:

Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address.

Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice.

Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor ProtC)gC) Program membership status), as well as the number of years in business should also be provided.

Draft PWS Comments:
The Government is seeking input and comments on the attached Draft PWS document. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below:

The IDIQ PWS: As demonstrated in the draft PWS for the IDIQ, the Government is attempting to describe the work in such a way that will allow for certain functional areas within the IDIQ to be fixed, unit prices to facilitate the ordering process. This will allow the Government to order certain work efforts under the IDIQ without the need for requesting voluminous quotations at the task order level. Examples of this strategy include work efforts described in functional areas 5.2, 5.3, 5.4, 5.5, and 5.6 and all subtask areas within these sections. Provide any comments and/or questions with regard to this strategy. Specifically, the Government is interested in knowing if sufficient information is included in order for a potential Offeror to provide a fixed, unit price for certain functional areas within the IDIQ.

Provide any comments and/or questions your company may have regarding the draft PWS.

What else has your company seen that could help better structure the draft PWS?

Please identify any recommendations for additional functional categories as specified in the IDIQ to promote understanding or clarity of requirements and terms and conditions. VHA is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation.

RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
