Support/Upgrade to Existing Calibration System
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Fluke Corporation's Calibration Division to provide upgrade and support for existing Fluke equipment at the National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, Michigan 48105.
Annual calibrations are done to demonstrate the traceability and reliable history to national standards. These annual calibrations prove that all tests done in the last year are valid. The support/upgrade will continue the process of sending out calibration standards for annual calibration to a higher quality lab is a very important part of meeting requirements under ISO-17025 accreditation.
The Gold Care plans for the Fluke equipment includes extended warranty and repair support meeting ISO-17025 accreditation. Only Fluke Calibration has all of the original engineering data that is required to repair this equipment. The MET/SUPPORT Gold software support agreement for MET/CAL Plus Software includes priority telephone support and all software upgrades. Only Fluke Calibration has the ability to modify the existing molbox1 flow terminal and 3 molbloc flow elements to a new design because of the proprietary software and engineering data that is required to perform the upgrades. This procurement will be accomplished using FAR Part 13 Procedures. Interested firms may identify their interest and capability to respond to the requirements and must be able to complete the entire project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
