Supply and installation of indoor and outdoor Signaling equipment at Belapur and Panvel section on Mumbai Division of C.R
MINIMUM ELIGIBILITY CRITERIA FOR TENDERERS.
1 Only those firms, which in their individual capacity satisfy the following minimum eligibility criteria, need to quote for this tender:
a)Total contract amount received during the last three financial years and in the current financial year should be a minimum of 150% advertised tender value of work.
Note : Following documents will be relied upon for working out the total contractual amount received by the Tender to evaluate credentials against criterion (a) above.
(i)Attested copies of annual income tax returns filed with Income tax Department.
(ii)Attested certificate of the tax deducted at source (TDS Certificate).
(iii)Audited balance sheet duly certified by Chartered
Accountants.
(iv)Attested certificates from Employer/clients about contractual payment received for the work done.
b)Should have physically completed in the last three financial year (i.e. current year & three previous financial years) at least one similar single work, for a minimum value of 35% of advertised tender value.
Note: Similar work criteria means Any indoor or combined indoor and outdoor Signaling work including supply, installation, testing and commissioning of relay interlocking (RR)/PI) system for passenger carrying lines.
Similar nature of work physically completed within the qualifying period, i.e. the last 3 financial years and current financial year shall only be considered in evaluating the eligibility criteria. The total value of similar nature of work completed during the qualifying period and not the payments received within qualifying period alone, shall be considered.
In case, the final bill of similar nature of work has not been passed, the paid amount including statutory deductions is to be considered if final measurements have not been recorded OR if final measurements have been recorded and work has been completed with negative variation, then also the paid amount including statutory deduction is to be considered. However, if final measurements have been recorded and work has been completed with positive variation but variation has not been sanctioned, original agreement value or last sanctioned agreement value whichever is lower should be considered for judging eligibility.
Tenderers should submit clear certificate(s) giving name of the contractor, PAN No., description of work, organization for whom executed, agreement No. & date, approximate value of contract at the time of award, date of schedule completion of work, date of actual start, date of actual completion (as recorded in MB), date of final measurement, date of final bill and final value of contract & working report issued by an officer of rank not below JAG in charge of work, separate certificate should be submitted for every single similar work. Certificates must also contain, name, postal address & telephone/FAX No. of issuing authority.
Tenderers should submit documentary proof in regard to fulfilling these eligibility criteria along with their offer. The offer of tenderers who do not meet the eligibility criteria as mentioned vide (a) to (b) above shall not be considered. The tenderers who fail to submit documentary proof (attested copies) along with their offer will normally, not be considered.
Tenderers may carefully note that their contract agreement for this work is liable to be terminated at any time later, in case any of information furnished by them is found to be untrue or any adverse point comes to light subsequently. The decision of Railway in this regard shall be final and binding.
If the date of opening as mentioned above happens to be a holiday, then the tender will be opened at the same time and place on the next working day.
