TITLE: Request for Information (RFI) To Determine Vendor Interest to Supply Spare Parts for Older Generation HMMWVs.

INTENT: Army Contracting Command - Warren (ACC-WRN), in support of the Security Assistance Management Directorate (SAMD), is seeking information to determine vendors interested in and capable of supplying two (2) years' worth of Concurrent Spare Parts (CSP) spare / repair parts for the A0, A1, and A2 Generations of the High Mobility Multipurpose Wheeled Vehicles (HMMWVs). The information obtained through this RFI will be examined to ascertain the feasibility of providing customer support for those US allies and partners who have existing or potentially new HMMWV Foreign Military Sales (FMS) Cases.


THIS IS A REQUEST FOR INFORMATION (RFI). No contract is anticipated to be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.


DESCRIPTION: The HMMWV is a highly mobile, diesel-powered, four-wheel-drive vehicle that performs various special and multipurpose missions in combat, combat support, and combat service support for the U.S. Armed Forces and FMS customers.
This RFI is seeking information to determine availability and interest of vendors to supply Concurrent Spare Parts, in potentially low quantities, for older A0, A1 and A2 Generations of HMMWVs. Vendors are notified that some items may have obsolescence or other supportability issues.


A0, A1 and A2 HMMWVs are identified as the following model variants:


- M1025A2


- M1097A2 (These Family of Vehicles (FOV) are defined as the three versions of the M1097A2 (base, mover and shelter carrier), M1123A2, M997A2, M1035A2, M1045A2, M1043A2 and the aforementioned M1025A2);


- M998A1 (The A1 FOV are comprised of the M998A1, M1038A1, M1097A1, M996A1, M997A1, M1035A1, M966A1, M1045A1, M1025A1, M1026A1, M1043A1 and the M1044A1);


- A0 (The A0 FOVs are identified as the M998, M1038, M1037, M1042, M996, M997, M1035, M966, M1036, M1045, M1046, M1025, M1026, M1043 and M1044).


A listing of 2 years' of Concurrent Spare Parts for the M1025A2 is identified in the Attachment 1 excel sheet, which is provided as an example only of the type of items the Government may be interested in obtaining. Vendors may view this list after submitting an access request.


For A0, A1 and A2 generations of HMMWVs, spare and repair items may be found in the associated Technical Manuals (TMs):

Please reference the specific Repair Parts & Special Tools List (RPSTL) in the respective variant TM as your source to align the NSN part of that generational variant with the proposed nomenclature. Vendors may submit an access request to view the specific RPSTL in the respective variant TM.



ACCESS REQUESTS: This RFI references a list of part numbers that are available for review to assist in preparation of industry response. These documents are available for access to qualified Department of Defense (DoD) contractors and are posted via secure link for interested parties. Parties interested in obtaining the documents must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to {Helene Bell at Helene.m.bell.civ@mail.mil}. The data custodian in JCP must sign and submit the "Non-Disclosure Agreement" which is attached to this announcement. In addition, the interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA, interested parties can request access to the documents by clicking on the documents link. Upon approval, the Government will provide online access to the posted document as a secure file via a secure link.

Moreover, the intention of this survey is not to solicit any proposals from Industry. This survey is not representative of an actual requirement and may not lead to a solicitation.
The information contained in this survey is not a basis to seek payment, reimbursement or other consideration from the Government.
INSTRUCTIONS TO RESPONDENTS: If interested, furnish your detailed responses to the questionnaire found in Table 1 below. In addition to responses to the specific questions listed below, you may provide any supplemental information which may be useful to the Government in determining availability and interest in vendors supplying Concurrent Spare Parts for older Generation 1 HMMWVs. This may include commercial literature describing the supportability, quality, cost, product availability or other information not specifically requested that support your response. Companies may also provide other supporting information of requisite manufacturing processes, facilities, qualifications, capabilities, past experience, and assumptions to produce or supply the required material. Data provided should be current (within 3 years). If your company is interested and capable of supplying Concurrent Spare Parts for older Generation 1 HMMWVs, please provide the following:


1. Can your company provide Repair Parts & Special Tools List (RPSTL) as listed in the Technical Manuals that support older generation HMMWVs or in Attachment 1 to this posting? If so, please identify the specific parts your company can provide.
2. What tooling requirements are there for the spare parts your company can provide?
3. Are you aware of obsolescence issues or other supportability issues on any of the parts listed in the Attachment 1 or on the Repair Parts & Special Tools listed in associated TMs? If so, please describe these issues.
4. What products/services does your company primarily offer?
5. Describe your company's current facilities, assets and employee base.
6. What experience does your company have in producing consumable and repairable parts? Please provide examples.
7. Describe your company's experience in packaging and shipping kits in a manner to maximize efficiency and minimize parts attrition (damage, loss) during shipping and handling.
8. Would you utilize a sub-contractor produce some or all of the consumable and repairable parts? Please elaborate.
9. Please provide your company's production capacity (monthly minimum and maximum quantities).
10. Describe your company's experience with shipping to military installations.
11. Describe any experience your company has with routine Government Inspection and Acceptance procedures.
12. What are the customary practices of your company with regard to packaging, warranty, discounts, etc. under which your company makes commercial sales of this product?
13. Is your company interested in suppling spares parts supporting older generation HMMWVs? If not, please describe why.
