A. The University of Texas M. D. Anderson Cancer Center ("UTMDACC") seeks the services of a highly
skilled, qualified and reputable firm ("Respondent") to create a Hazardous Waste Master Plan ("Plan") for
UTMDACC for the next ten (10) years.
B. UTMDACC's goals for the Plan are to help develop a long-term vision for the institution, to provide
guidelines, policies and strategies and to help maintain and/or elevate its performance according to Best
Management Practices for its hazardous wastes. The final Plan must generally address:
1. Protection of Human Health & the Environment;
2. Pollution Prevention;
3. Waste Minimization;
4. Recycling and Reclamation; and
5. Regulation Compliance
C. To that effect, UTMDACC is seeking from Respondents bids and proposed project plans ("Proposal[s]")
for production of the Plan. Respondents should closely review the attached Notice to Bidders and
Instructions to Bidders. Proposals shall be organized as described on the RFP Cover Page and the
Submittal Checklist.
D. Each Respondent shall submit its bid and Proposal in accordance with requirements and institutional
information described in this RFP. Upon review of the submitted bids and Proposals, UTMDACC will
select a short list of potential vendors for further refinement and submittal of their bids and Proposals and
additional negotiations if necessary.
E. Respondents are urged as part of their proposal preparation to do a modicum of research and
investigation into the nature and scope of activities undertaken at M.D. Anderson Cancer Center, one of the
world's leading cancer research centers. M.D. Anderson, with nearly 8 million square feet of operational
facilities distributed over three campuses, has an annual operating budget of nearly $2.5 billion and
provides nearly 700,000 annual outpatient visits to a worldwide patient population. M.D. Anderson has
been designated by the National Cancer Institute (NCI) as one of the nation's first Comprehensive Cancer
Centers. Additional information about M.D. Anderson may be found at www.mdanderson.org.
