This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of contractors to provide Supervisor Essential Skills Workshops for the USACE District Sacramento (SPK) located in Sacramento, California. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill and capabilities necessary to perform the described project are invited to provide feedback via email to Mr. Ted Blume at Theodore.Blume@usace.army.mil and Ms. Mallory Sharpe at Mallory.Sharpe@usace.army.mil . All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.


Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources for a Requirements type contract for the U.S. Army Corps of Engineers (USACE), Sacramento District. This contract will be to implement a coordinated, structured program for SPK supervisors that improves their awareness of and capabilities in applied personnel management and leadership, among other critical areas, with the help of experts in the field of supervisory development. The purpose is to enhance the knowledge, skills, and abilities of SPK's supervisors through individual and shared learning of subject matter with direct application to the challenges of supervision in a technical agency in the Federal Government. The desired end state is a cadre of highly capable supervisors that hire and retain the best employees with high morale and execute programs in an efficient and effective manner. SPK estimates 25 to 30 supervisors per year with each cohort being a mix of new/inexperienced and experienced supervisors. Starting in fiscal year 2019 (January - August 2019) the contractor shall provide eight (8) sessions/modules each lasting eight (8) hours, one (1) day each month from January through August 2019 at the SPK Headquarters in Sacramento, Ca. Each session/modules shall be accessible virtually (including some with low bandwidth) for individuals outside the Sacramento, Ca area. This effort is expected to last five years (base award plus four option years) and providing training to approximately 120 to 150 individuals.


This project is planned for advertising in JULY 2018. The NAICS Code is 611430, the size standard is $11.0 million, and the Product Service Code is U008, Education/Training - Training/Curriculum Development.


PROJECT DESCRIPTION


This requirement is for training SPK supervisors utilizing the latest theory's for: Time management; Leading teams; Performance management; Recruitment and retention; Leadership; Conflict resolution; Employee conduct; Supervision and technology; Other subjects relevant to Army civilian supervisors which could be proposed to replace one or more of the previous stated sessions/modules. Sessions/modules should not require more than two (2) hours of participant pre/post work.


 



CAPABILITY STATEMENT


The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 25 pages.


1) Offeror's name, address, point of contact, phone number, and e-mail address.


2) Offeror's interest in bidding on the solicitation when it is issued.


3) If the Offer holds a GSA Advantage Federal Supply Schedule (FSS). Include all appropriate information identifying the FSS.


3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - Describe your self performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples.


4) Offeror's Joint Venture information if applicable - existing and potential


The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine its acquisition strategy.
