Statement of Work

Vendor to provide Supervision Services for Psychiatry Residents within the Naval Medical Center Portsmouth (NMCP) Psychiatry Department. Vendor's price shall be inclusive of all cost including travel, office support (preparation of reports), and insurance. Vendor shall be required to provide supervision services a minimum of one-hour weekly per resident. Vendor shall expect each visit to require a minimum of 1 hour of one-on-one supervision per week. Note that a total of 42 one-hour sessions per resident will be required during the contract period of 01 October 2017 through 30 September 2018. Vendor shall submit a monthly schedule by the 15th of each month prior to the month of services. There are no minimum guarantees with this award. The Government reserves the right to substitute residents to be supervised (a modification to this order is not required for substitution of residents).


• Minimum qualifications for Supervisory Personnel shall be as follows:
o Must be a Board-Eligible or a Board-Certified Psychiatrist (M.D. or D.O.) by the American Board of Psychiatry and Neurology, and licensed to practice medicine in the State of Virginia.
o Minimum of 5 years experience as a licensed Medical Doctor (verifiable experience in the U.S. within the specialty of Psychiatry required)
o Licensed Clinical Psychologist (PhD or PsyD) or Licensed Clinical Social Worker (LCSW) with certification of completion of a psychoanalytic fellowship may be substituted if not a Board-Certified Psychiatrist.
o All certifications / license(s) must be maintained current for the entire period of performance/length of contract.
o Experience in the clinical supervision of dynamic psychotherapy cases with psychiatry residents. Specifically, the supervisor needs to have experience and understanding in the elements pertaining to dynamic therapy cases such as managing transference, counter-transference, and psychological defense mechanisms.


• Supervisory Personnel will meet one hour weekly with the resident(s) to provide direct supervision for dynamic psychotherapy and/or other therapy cases (cases involving elements of supportive psychotherapy and/or cognitive behavioral therapy) during the PGY-3 and PGY-4 year of residency.


• Supervisory Personnel may also provide supervision and mentorship that may pertain to the development of a well-rounded psychiatrist.


• Supervisory Personnel will complete the Psychodynamic Psychotherapy Competency Evaluation Form every six (6) months that will be reviewed with the psychiatry resident and kept in the resident's training file as part of their training requirements.


The Government reserves the right to monitor all classes / performances by vendor. Primary method shall be via audit from NMCP Psychiatry Program Director and/or Academic Chair.
