See attached Solicitation 75H701-20-R-00007 for the Havasupai (Supai) Clinic and Quarters, a construction project for the Indian Health Service (IHS), Division of Engineering Services. Detailed Instructions to Offerors, a full scope of work, plans and specifications and Construction Wage Determination are included in the solicitation documents. 

SCOPE OF WORK: The project will replace the existing IHS Supai Clinic with a new Clinic and Staff Quarters. The new Clinic will provide Primary Care, Dental, Pharmacy/Medication Dispensing, Lab and Radiology. Additionally, the new Clinic will have Specialty Care Visiting Providers (Podiatry, Optometry, Ophthalmology and Psychiatry) as well as Alcohol and Substance Abuse, Behavioral Health, Social Work, Public Health Nursing, and Public Health Education Programs. The floor plan combines the clinic and the quarters into a two-story building with the Clinic located on the first floor and the Staff Quarters on the second floor (two-bedroom and single bedroom efficiency units). Construction will be phased in order to maintain the current IHS Transient Quarters (located on future construction site) intact until new Quarters are constructed.

LOCATION OF PROJECT: All work shall be performed in Supai Village located in Havasu Canyon on the Havasupai Reservation. The location of the new clinic will be on a parcel that includes the existing Tribal consultant quarters and existing IHS transient quarters. The overall size of the parcel is approximately 11,000 square feet. The location is accessible only by helicopter, mule, or on foot. Due to isolation, transportation of contractor staff and materials are challenging and must be properly managed.

CONSTRUCTION DURATION: Period of Performance is 494 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204(g).

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $39.5 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria.

CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.

Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov. ; Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
