The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Association of Metropolitan Water Agencies (AMWA) to procure subscriptions to the Water Information Sharing and Analysis Center (WaterISAC).

EPA has identified AMWA as the only contractor able to meet the requirements of this procurement. The EPA's Office of Water (OW), Office of Ground Water and Drinking Water (OGWDW), Water Security Division (WSD), 1200 Pennsylvania Avenue, N.W., Washington, DC 20460 has a need for the requested WaterISAC Pro. This one-of-a-kind subscription service provides users with sensitive threat information, emergency response tools and the ability to network with a community of peers. Information Sharing and Analysis Centers (ISACs) are confidential venues for sharing security vulnerabilities and solutions within an industry. The WaterISAC is a forum to keep drinking water and wastewater utility managers informed about potential risks to the nation's water infrastructure from contamination, terrorism and cyber threats. These unique capabilities are essential because they address a security need of water and wastewater utilities and government stakeholders, administered by a trusted sector partner, and mandated in federal directives. Additionally, the WaterISAC Pro subscription service enables EPA to meet its homeland security obligations under Presidential Policy Directive 21, Presidential Decision Directive 63, and Executive Order 13636.

The acquisition of these commercial subscription services will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 1,000 employees. It is our intent to award a single fixed price purchase order consisting of a two-year subscription for 29 EPA employees.

Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 5 calendar days of the date of publication of this notice.
