Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Office of the National Coordinator for Health Information Technology (ONC) intends to sole source to:

The Office of the National Coordinator for Health Information Technology (ONC) requires periodic, on-going data on electronic transmission of clinical data to provide an objective measurement of health information exchange. KLAS Enterprises, LLC is uniquely and solely qualified to accomplish the set of task outlined in the purchase order.
The purpose of this contract is to acquire access to published health information technology vendor performance reports on software, professional services, and medical equipment firms from KLAS. In addition, ONC will acquire periodic on-going reports related to the performance and perceptions around specific health IT products which can be obtained from the KLAS real-time reports database.
Market analysis performed by ONC did not find other firms able to produce this data and meet the technical requirements. Therefore, KLAS Enterprises LLC is the only known source that offers the specific services using its pre-packaged product that is commercially available to the general public.
This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
