This is a Firm Fixed Price Request for Quotation (RFQ), No. 693JJ318Q000017, being issued by the Federal Highway Administration's (FHWA) Office of Acquisitions and Grants Management for Build America Bureau's subscription for Corporate Credit Analytics Platform.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not
be issued.


This OPEN-MARKET solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96.


This solicitation is an UNRESTRICTED and the North American Industry Classification System (NAICS) code is 519130 with an industry size standard of 1000 Employees. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. It is the contractor's responsibility to be familiar with applicable clauses and provisions. To be eligible to receive a Government Contract a contractor must be registered and active in www.SAM.gov prior to award.


Award will be made to the Lowest Priced Technically Acceptable quote.


Quotation Requirements


1.    Mandatory Business Information
In responding to this quotation, your quotation MUST include the following mandatory business information regarding your firm:


a.    Business Size (Small, Woman-Owned, Disadvantaged, Hub-Zone, Large, Non- Profit, etc)
b.    Unique Entity Identifier (Generally Dunn and Bradstreet Number)
c.    CAGE Code
d.    Federal Tax Identification Number (9-Digits)
e.    Correct Mailing Address for the Purchase Order (include name, telephone,
email address)
f.    Verification of registry in System for Award Management (SAM).

2.    Technical Acceptability
The following information is necessary to confirm technical capabilities and functions of quoted system as it relates to Section 1.2.1 GENERAL DESCRIPTION AND TECHNICAL FUNCTIONS OF SERVICE of the Statement of Work.
Quotations shall contain all information listed in this section to be considered for award.
a.    Evidence to support coverage claims and data to support conformity of Statement of Work 1.2.1.1
b.    10 sample detailed data sets showing requested data of Statement of Work section 1.2.1.2
c.    10 sample screenshots and reports showing credit analysis tool inputs, analytic output of Statement of Work section 1.2.1.3.
d.    10 sample screenshots and reports of available research of Statement of Work section 1.2.1.4.
e.    2 sample reports of Statement of Work section 1.2.1.5.
f.    2 sample screenshots or reports of Statement of Work section 1.2.1.6.
g.    2 sample screenshots or reports showing estimated company financials of Statement of Work section 1.2.1.7.
h.    2 sample reports (of Statement of Work section 1.2.1.8.
i.    2 sample screenshots or reports of Statement of Work section 1.2.1.9.
j.    2 sample screenshots or reports of Statement of Work section 1.2.1.10
k.    2 sample screenshots or reports of Statement of Work section 1.2.1.11.


If an individual screenshot or report can be used to fulfill multiple of the above requirements, that screenshot or report does not need to be submitted multiple times. Include references for screenshots and reports being used to satisfy multiple requirements.
