THIS IS NOT A SOLICITATION: This is a Request for Information (RFI) notice issued in accordance with FAR 10.002(b) to conduct market research. This Request for Information is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) - or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Costs incurred in response to this Request for Information; all costs associated with responding to this Request for Information will be solely at the interested vendor's expense. Not responding to this Request for Information does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this Request for Information is strictly voluntary. All submissions become Government property and will NOT be returned. The North American Industry Classification System (NAICS) code assigned to this procurement is 519190.

RESPONSE INFORMATION: Response to this RFI must be submitted to Hosea.berkely@va.gov. Each response will receive a confirmation email; if a confirmation is not received please call 202-437-2345.

Scope: The Strategic Acquisition Center seeks a vendor that can provide pricing data described in the attached Draft Performance Work Statement. Please provide a response if your company has the ability to provide commercial pricing data (Outside the VA) for medical commodities covering all North American Industry Classification System (NAICS) codes pertaining to medical, surgical, dental and prosthetics (including embedded prosthetics devices). The following information is required in addition to pricing data:
1. Name of Item purchased (Identify exactly WHAT was purchased)
2. Vendor name (Identify WHO item was purchased from)
3. Original Manufacturer (Identify who originally manufactured item.)
4. Purchase/Transaction data. (Identify date of purchase)
5. Actual Price Paid Per Unit (Identify the out of pocket price paid for unit(s) for each transaction)

6. Unit of Measure (Identify how unit(s) were packaged (e.g. case, box, each etc.)

7. Quantity (Identifies how many of specified commodities were purchased at various price points). Alternatively a price range can be provided that identifies what percentage of the total quantity of a given item purchased falls into that price point range.

If your organization has the potential capability to provide the requirements listed in the draft SOW, please provide the following information:



1. Organization name, address, email address, website address, DUNS number, telephone number, business size (i.e. large business, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small businesses) for NAICS code 519190.
2. Is this subscription service offered on a trial basis i.e. 30 days, 45 days etc.?

3. How is the subscription service priced, i.e. monthly, bi-annual or annual basis?

4. Do you provide quantities for price data points collected in your database?

5. How far back do you maintain historical data?

6. How often is your data refreshed?

7. How quickly do you update your database with price point data on new or emerging products?

8. How many hospital or medical industry partners do you receiving pricing data from?

9. Are your reporting hospitals geographically dispersed?

10. Are you able to provide clarifying information to attribute to high/low price points in your pricing database? Example: Low price obtained is due to exclusive provider status

Responses must be received by this office on or before 4:00 PM EST on July 5, 2017.
