THIS PRESOLICITATION SYNOPSIS IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. THIS PRESOLICITATION SYNOPSIS SUPPLEMENTS THE SOURCES SOUGHT AND INDUSTRY DAY NOTICE LAST MODIFIED AND POSTED ON 13 FEBRUARY 2019 (N00024-17-R-4321).


The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-19-R-4308 for the continuation to efforts currently under current contract N00024-14-C-4107 and upcoming Bridge contract N00024-19-C-4307 that will provide supplemental support services required for the U.S. Navy's domestic and international submarine rescue program. Specifically, this effort encompasses the operation and maintenance (O&M) support services for the submarine rescue systems that perform rescue operations worldwide during distressed submarine (DISSUB) rescue events, training/exercise, operations domestic and international, equipment certification, and Operational Readiness Evaluations (ORE). The Submarine Rescue Operations and Maintenance Contractor (SROMC) is responsible for: maintaining all systems in a constant high state of readiness; and providing appropriate and sufficient personnel and services necessary for the engineering, management, technical and logistic support, mobilization, deployment, operation, storage, and repair and maintenance of the Submarine Rescue Diving Recompression System (SRDRS) on a 24-hour-per-day, 7-day-a week basis.


The Period of Performance (PoP) for this contract is anticipated to begin approximately 29 August 2020 and will span six (5) years to include one (1) base year and five (4) option years.


As the result of the Navy's market research, a Small Business Set Aside was not possible for the award of this contract. Therefore, the Government intends to solicit this requirement as a Full and Open Competition.


The Government is posting a draft CLIN Structure and draft requirements with this notice. Potential Offerors are welcome to submit comments or questions pertaining to the draft to the points of contact listed below; however the Government does not intend to respond to comments on this synopsis. A formal Q&A process will take place when the official RFP is posted to FedBizOpps.


It is anticipated that the solicitation will be available on the FedBizOpps website at www.fbo.gov in Q4 FY19 and will be open for 75 business days. The anticipated award is targeted for Q4 FY20.
